Box 87 Pittsboro, North Carolina 27312 Dear Mr. Hoffman: We will be looking forward to meeting with you at 9:00 a.m. on February 12 in your office in Pittsboro. The other participants in this meeting will include Dr. Phil McKnelly of the Division of Parks and Recreation, Mr. Rich Shaw of the Division of Water Resources, and one or two representatives from the North Carolina Wildlife Resources Commission. We have developed the attached outline of factual information that we need to bring together for consideration by the County Commissioners and by Secretary Rhodes on the effects of the Jordan Lake Project on Chatham County. At this meeting on February 12, we would appreciate your comments and suggestions on how to improve this outline We have begun work on gathering information relative to State agency activities. We would appreciate your help in planning with us on how the County can gather certain information, particularly related to law enforcement and to County tax revenues. Projected Number of State Parks Employees at Jordan Lake Project - Full time employees. - Temporary -seasonal employees. 3 Solid Waste Disposal - Estimated volume of solid waste generated per visitor day. - Plan for collection and disposal of solid waste from State park sites at Jordan Lake. - Solid waste or litter problems at boat launch areas and along roadsides. 4. Wildlife Resources Commission - Definition of law enforcement responsibilities and capabilities of the Wildlife Resources Commission. - WRC manpower available in the area of Jordan Lake. - Estimated amount of time spent at Jordan Lake by WRC enforcement personnel. - Summary of law enforcement calls and incidents handled by WRC enforcement personnel. 5. State Highway Patrol - Summary of the law enforcement authority and responsibility of the SHP on public roads near the Jordan Lake Project. - Summary of SHP authority and responsibility for law enforcement on project lands. - Summary of law enforcement calls and incidents handled by the SHP at Jordan Lake. 6. Chatham County Sheriff's Department - Explanation of authority and responsibility of the Sheriff forthe law -2- enforcement at Jordan Lake. - Summary of the type, location, and number of law enforcement calls and incidents handled by the Sheriff at Jordan Lake. 7. Loss in Property Tax Revenue - Determination of acreage purchased for the Jordan Lake Project in Chathan County and its valuation and property tax revenue value at the time of acquisition. - Adjustment of acreage to correct for public lands, churches, rivers, and streams, floodplains, roads and highways etc. - Evaluation of the probable loss in property tax income due to the Jordan Lake Project at present. 8. Economic Benefits Related to Businesses - Inventory of businesses constructed or enlarged to serve visitors to Jordan Lake and other businesses that benefit from project users. - Estimate of additional sales volume and sales tax income that can be attributed to Jordan Lake users - Estimate of additional property tax valuation and property tax payments related to increased business from Jordan Lake users. 9. Property Value Increases - Estimation of increase in various types of property values attributed to proximity to Jordan Lake.
