Dear Ms. Lucas:
Below please find our response to your comments for the above referenced
project:
Comment 1: The plan details indicate that the Stormwater BMP is a
Stormwater wetland; however, a wet detention basin supplement
form was submitted in the Stormwater management plan. Please
submit a Stormwater wetland supplement form if that is the
BMO that you are intending to use on this site. The current
version of the stormwater wetland supplement form can be
accessed at the following web site:
http://h2o.enr.state.nc.us/su/bmpforms.htm. In your resubmittal,
please provide both worksheets of the supplement form (Design
Summary and Required Items Checklist) and provide all of the
items listed in the Required Items Checklist.

Response 1: A revised Stormwater Wetland Supplement Form has been
submitted with these revisions. Since this facility was designed
aizd submitted before October 1, 2007, design parameters from
the 1999 version of the NC DWQ BMP Design Manual were
used. Therefore, the "old"form has been revised and provided
as all of the items on the new form are not pertinent to the
design.
Comment 2: Please provide a properly designed forebay that will capture the
sediment prior to the Stormwater entering the constructed
wetland. Plants should not be specified in the forebay in order to
maximize sediment storage and facilitate clean out.
Response 2: The forebay has been revised to provide a design more
conducive to capturing the sediment as Stormwater enters the
facility. Also, the wetland vegetation leas been removed from
this area.

Dear Mr. Morris:
On July 16, 2007, the Division of Water Quality (DWQ) issued a 401 Water Quality Certification to
impact to impact 300 linear feet of unnamed tributary to Long Creel: to construct the transportation center
described in your application received by the DWQ on May 29, 2007. In order to meet Condition 6 of the
40i Certification for this project, a stormmvater management plan was submtted to the DWQ on August 1,
2007. On August 27, 2007, the DWQ sent you a stormwater Duplicity of Effort Notice. Since that time,
your consultant, John R. McAdams Company, Inc., has demonstrated. that this project does not fall under
this policy and that the DWQ is the appropriate stozTrzwater reviewing authority for this project.
The DWQ has reviewed the storn~water management plan far this project and determined that your
storn~water management plan was incomplete as discussed belaw.
Additional Information Reciucsted:
The plan details indicate that the stormwater BMP is a stormwater wetland; however, a wet
detention basin supplement form was submitted in the stornnvater management plan. Please
submit a stormwater wetland supplement form if that is the BMP that you are intending to use on
this site. The cuzrent version of the stormwater wetland supplement form can be accessed at the

stormwater Wetland Inspection and Maintenance Agreement
I will keep a maintenance record on this BMP. This maintenance record will be kept in a
log in a known set location. Any deficient BMP elements noted in the inspection will be
corrected, repaired or replaced immediately. These deficiencies can affect the integrity
of structures, safety of the public, and the removal efficiency of the BMP.
Important maintenance procedures:
- Immediately after the stormwater wetland is established, the wetland plants will
be watered twice weekly if needed until the plants become established
(commonly six weeks).
- No portion of the stormwater wetland will be fertilized after the first initial
fertilization that is required to establish the wetland plants.
- Stable groundcover will be maintained in the drainage area to reduce the
sediment load to the wet detention basin.
- Once a year, a dam safety expert will inspect the embankment.
After the wet detention pond is established, I will inspect it once a month and within 24
hours after every storm event greater than 1.0 inches (or 1.5 inches if in a Coastal
County). Records of inspection and maintenance will be kept in a known set location
and will be available upon request.
