Hey Kristi Lynn,
Please see the email thread below regarding the P-5740 RR project(s). 20210695 v.2
They are going to be submitting a new application and have requested that the current application be withdrawn.
I spoke with the Corps and apparently there are 3 components to this rail project all under the P-5740 project number:
1) the bridge replacement (2) to fix a curve farther down the line (you had asked about this one earlier this month) and
(3) a NW 57 for utility work.
Did we ever receive an application for the NW 57? 1 know the Corps has it. The Corps also said they are going to request
that the bridge and the curve project all be placed under one application and the NW 57 under separate application.
This one is confusing so feel free to call if you have any questions.

The Corps acknowledges your request to submit a revised PCN for the Burnt Mill Creek project.
As such, the record will show that the application was withdrawn at the applicants request on
12 January 2024. Processing the file will stop until you resubmit. Please include Garcy
Ward/DWR in all future correspondence on the Burnt Mill Creek bridge
replacement/Wilmington and the Cape Fear River draw bridge utility bore Navassa.
In addition, these projects share a common project number (P-5740). To prevent confusion for
new personnel/admins, the agencies request a unique identifier be added and used in all
future correspondence on these projects to keep them separated. The Corps suggests the
following:
P-5740-A be used for the Cape Fear River draw bridge utility bore Navassa (Status: Corps
NWP-57-app on admin hold for more info)
P-5740-B be used for the Burnt Mill Creek bridge replacement Wilmington (Status: Corps
RGP-50- app withdrawn by applicant -resubmit)

Good afternoon. I hope you are both doing well.
I wanted to let you know about something that has come up relating to the Burnt Mill Creek Bridge Replacement PCN
application (which was submitted electronically on December 1, 2023). 1 have been informed by CSX that they will now
need to add an additional component to the project in order for the construction to take place — specifically they will
need to add a temporary in -water platform in order to be able to access and construct the bridge with their crane
equipment. They may also be considering replacing portions of the currently proposed temporary access road with a
temporary low-level trestle to reduce wetland impacts — however this issue has yet to be decided.
With all of this in mind, I will need to submit a revised application for the project once CSX has decided on a final design
for the modified construction access. I would therefore like to ask that the PCN application currently under review be
suspended or terminated until such time as I am able to submit a modified application package.
I appreciate your efforts on this project to date, and I apologize for this delay. If either of you have any questions
