The request to include Youngsville and Franklinton, which were excluded from the flow reduction approval issued to Franklin County Public Utilities on August 19, 2008, and for the reduction to apply to the entire Franklin County owned operating system has been approved. in accordance with 15A NCAC 02T.0114(f)(2),the Division has evaluated the request, and based on the data submitted and the Division of Water and Infrastructure(DWI)guidance,the Division hereby approves for use by Franklin County Public Utilities, an adjusted daily sewage design flow rate of 250 gallons per day per single-family dwelling,effective immediately.This flow reduction shall be applicable to existing permits with flows not yet tributary to the Franklin County collection system and all future permits issued to Franklin County Public Utilities. Future sewer extension applications should be made using the flow reduction amount stated above. All other aspects of the permitting process remain unchanged,and all applications must be in compliance with the statutes, rules, regulations and minimum design criteria as certified by the owner and engineer. Please provide the following information by January 20, 2024, and note that the requested information must be submitted within 30 days of this request, or the applicant will be required to submit a new application and application fee in accordance with 15A NCAC 02T.0107. 1 -Section II. 4 has the approximate coordinates. The longitude appears to be slightly off. Please verify. The coordinates in Section 11.4 have been revised accordingly. 2 -Section V1.6 indicates there is not a flow reduction approval letter, but an approval letter was attached in the application and approved. Please update. Section VI.6 has been revised to indicate there is a flow reduction approval letter. 3—Section IX.5 indicates the proposed project does not need a 404/401 authorization. The Southwestern area of the proposed project may or may not border upper sections of Richland Creek. Please verify why you would not need 404/401 authorization. The southwestern area of the project does border Richland Creek; however, based on delineated jurisdictional wetlands and streams verified by USACE the proposed project will not have any impacts on the resources. Therefore,404/401 authorization is not required. 4-Topographical map and/or the aerial map provided are not sufficient. According to Section F of the Application Instructions, an 8.5-inch x 11-inch color copy of a USGS Topographic Map needs to clearly identify the project area, including the closest surface waters, general location of the gravity sewer, pumpstations, and force mains, and the downstream connection points for the receiving sewer. The topographical map has been revised per the comments. 15A NCAC 02T .0107 Staff Review and Permit Preparation states: 1. "(2) (e) If an application is accepted and later found to be incomplete, the applicant shall be advised how the application or accompanying supporting information may be modified to make it complete.The staff shall advise the applicant: (2) if all required information is not submitted within 30 days, the project will be returned as incomplete. Any resubmittal of a returned application shall be accompanied with a new application fee."
