the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and II plus all attached planning assessment addendums for which I
am the responsible party. Signature of this form certifies that the receiving collection system or treatment
works has adequate capacity to transport and treat the proposed new wastewater.

Dear Mr. Doherty:
On July 26, 2023,the Division of Water Resources(Division) received your request for an adjusted daily
sewage flow rate (flow reduction) that would apply to all Franklin County Public Utilities permitted but
not yet tributary residential connections and all future residential connections tributary to this facility.
The request to include Youngsville and Franklinton,which were excluded from the flow reduction
approval issued to Franklin County Public Utilities on August 19, 2008, and for the reduction to apply to
the entire Franklin County owned operating system has been approved.
In accordance with 15A NCAC 02T.0114(f)(2),the Division has evaluated the request, and based on the
data submitted and the Division of Water and Infrastructure (DWI) guidance,the Division hereby
approves for use by Franklin County Public Utilities, an adjusted daily sewage design flow rate of 250
gallons per day per single-family dwelling,effective immediately.This flow reduction shall be
applicable to existing permits with flows not yet tributary to the Franklin County collection system and
all future permits issued to Franklin County Public Utilities.
Future sewer extension applications should be made using the flow reduction amount stated above. All
other aspects of the permitting process remain unchanged, and all applications must be in compliance
with the statutes, rules, regulations and minimum design criteria as certified by the owner and engineer.
Rep,ardless of the adiusted design daily wastewater flow rate, at no time shall the wastewater flows
exceed the effluent limits defined in the permit for the treatment facility or exceed the capacity of the
sewers downstream of any new sewer extension or service connections .

PROJECT DESCRIPTION AND NARRATIVE:
The proposed development is located approximately 1,175 LF South-East from the intersection of US
Highway 1 and NC Highway 96 in Youngsville, NC. The project proposes the construction of 179
Residential Townhome lots. The project is anticipated to generate the following wastewater flows:
179 (3-BEDROOM) UNITS AT 250 GPD=44,750 GPD
The proposed gravity sanitary sewer system will consist of approximately 322 LF of 8" ductile iron pipe

Subject: Wrenn Villas Sewer Extension Additional Information Request
Hello John,
After reviewing the Fast Track Sewer System Extension Application for Wrenn Villas
(Application Number WQ0044920), additional information is required in order to
further process the application. Please provide the following information by January
20, 2024, and note that the requested information must be submitted within 30 days
of this request, or the applicant will be required to submit a new application and
application fee in accordance with 15A NCAC 02T .0107.
1—Section IX.5 indicates the proposed project does not need a 404/401 authorization.
The Southwestern area of the proposed project may or may not border upper sections
of Richland Creek. Please verify why you would not need 404/401 authorization.
The southwestern area of the project does border Richland Creek; however, based
on delineated jurisdictional wetlands and streams verified by USACE the proposed
project will not have any impacts on the resources. Therefore,404/401
authorization is not required.
2 -Topographical map and/or the aerial map provided are not sufficient. According to
Section F of the Application Instructions, an 8.5-inch x 11-inch color copy of a USGS
Topographic Map needs to clearly identify the project area, including the closest
surface waters, general location of the gravity sewer, pumpstations, and force mains,
and the downstream connection points for the receiving sewer.
The topographical map has been revised per the comments.
15A NCAC 02T .0107 Staff Review and Permit Preparation states:
1. "(2) (e) If an application is accepted and later found to be incomplete, the
applicant shall be advised how the application or accompanying supporting
information may be modified to make it complete.The staff shall advise the
applicant:
(2) if all required information is not submitted within 30 days, the project
will be returned as incomplete. Any resubmittal of a returned application
shall be accompanied with a new application fee."

*Please note that the fee for fast track sewer extension permits has increased to
$600 as of October 3,2023 has stipulated in the 2023 House Appropriations Act,
House Bill 259, Water Quality and Stormwater Fees,Section 12.14(a)].
