Box 1325 Asheville, N.C. 28802 (828)-251-1900 (828)-251-1945 January 11, 2024 Mr. Daniel Boss North Carolina Department of Environmental Health and Natural Resources Water Quality Section 2090 U.S. Highway 70 Swannanoa, NC 28778 Re: Notice of Violation NOV-2023-LV-0920 NPDES Permit NC0066788 Buncombe County Schools Fairview Elementary School Daniel, This letter is written on behalf of the Buncombe County Schools to provide information as to remedial action taken to the above referenced facility in reference to NOV letter dated December 15, 2023 attached. We had a 2000#/100ml Fecal on 10/19/23. This exceedance was most likely a result of clogged sludge returns as a result of falling leaves and walnuts. The sludge returns clog and increases the TSS in the contact chamber. Falling leaves that fall in the chlorine contact chamber settle to the bottom and decompose as well. The TSS can allow the fecal to insulate within the solids to shield them from the chlorine addition. We pumped out the chlorine contact chambers to the digester. The fecal results were compliant the remainder of the month sampling. We will search for netting solutions in the coming fall season.
