Please let this email serve as the official written response to the received Notices of Violation No. NOV-2024-PC-0077
and NOV-2024-DV-0054.
The Town's response to the incidents were as follows: for the WWTP bypass, Town staff spread hydrated lime around
the affected area and scraped/transferred any solids to the sludge drying area. For the SSO at Manhole #144 (aka
#HB150) the Town responded by jetting/cleaning the sewer line and spreading hydrated lime around the affected area.
To address the prevention of these incidents happening in the future, the Town performs regular inspections of sewer
manholes (especially in known problem areas) and cleans/jets lines as problems are found. These types of incidents
almost always occur during times of increased inflow and infiltration caused by substantial rainfall, but we are also
proactively replacing and repairing areas experiencing 1/1 as they are discovered and as funding allows. We are currently
in the design process of WWTP improvements which will include a new headworks and influent screening process.
WWTP staff have been instructed that until those improvements are realized, we need to be more vigilant about
keeping the existing screens clean especially during heavy rain events. We are also requiring schools and other such
facilities to implement grinders on their sewer services if they have not already done so.
