A copy of the Compliance Inspection Report is enclosed for your review. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit NCG120000 under Certificate of Coverage NCG120104. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as Coddle Creek, class C waters in the Yadkin Pee-Dee River Basin. As a result of the inspection,the facility was found to be noncompliant with the conditions of the NCG120000 permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection. Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty assessment of up to $25,000 per day for each violation. Based on the inspection conducted, Highway 49 C&D Landfill was not compliant at the time of inspection. Most portions of the Stormwater Pollution Prevention Plan (SWPPP)were present on site and up to date. The USGS location map and detailed site map were missing from the SWPPP. Analytical and Qualitative monitoring records were present on site and monitoring was being conducted per permit requirements. All outfalls on site were observed with no visible issues. The facility must: - Modify the Stormwater Pollution Prevention Plan to include the missing USGS location and detailed site maps.
