Project Setting
The development site is located at 304 Magnolia Drive (SR 1152), Whitehall Shores subdivision,
Camden County and on a man-made basin off the Pasquotank River. The property is a developed
subdivision lot with asingle-family dwelling, landscaped yard, a shoreline bulkhead (101.9 feet), a
388- square foot dock, mooring pilings, and a 390-square foot boathouse with a lift. The property has
an elevation of approximately +4 above normal water level (NWL) and has sandy loam type soils.
The basin is approximately 105 feet wide in this area and has water depths that range from -3 feet to -7
feet below NWL.
Adjacent properties on either side are developed with single-family dwellings and both have shoreline
bulkheads.
The waters of the Pasquotank River in this area are designated as SB by the Division of Environmental
Management and are closed to shellfish taking according to maps provided by the Shellfish Sanitation
Branch.
Development Proposal
The applicant proposes a 20-foot long and 13-foot wide expansion of the existing boathouse to
accommodate a new 40-foot boat. With the expansion, the boathouse will be 50 feet long and 13 feet
wide (650 square feet). The new boathouse section will house catwalks around the perimeter and
within the covered area of the proposed expansion, except for 7 inches of the catwalk along the shore
side.
The boathouse extension will create a 20-foot by 11-foot slip adjacent to the existing bulkhead on the
west of the existing deck and 50-foot by 12-foot slip outboard of the boathouse.
The applicant proposes to install a double personal water craft lift attached to the existing bulkhead and
located east of the existing deck. The proposed pwc lift will have two pilings and occupy
approximately 100 square feet.
Anticipated Impacts
The proposed boathouse expansion will result in the shading or coverage of 260 square feet of Public
Trust Areas (PTA) and Estuarine Waters (EW) Areas of Environmental Concern (AECs). The portion
of the catwalk that is exposed will result in the shading or coverage of 12 square feet of PTA, EW
AECs.

The two wet slips will occupy 820 square feet of PTA, EW AECs and the proposed pwc lift will
occupy 100 square feet of PTA, EW AECs.
The project, once complete, will result in a 650-square foot boathouse.
With the outboard 50-foot by 12-foot boat slip, the project will extend approximately 36 feet into the
man-made basin.
Temporary water turbidity will occur during construction.

LOCATION: Camden County, North Cazolina; Whitehall Shores Subdivision;

Follow US 158 east out of Elizabeth City; approximately 2.5 miles after
crossing the draw bridge, turn right an Country Club Road; after
approximately 2.5 miles, turn right on Whitehall Road; proceed
approximately'/4 mile to Magnolia Drive and turn right; proceed
approximately. l/10 mile, going past Windy Heights Drive; site is fourth lot
on right.
SITE: Phis property is within a residential subdivision in Camden County, where
many of the lots abut the Estuarine and Public Trust waters of the State of
North Carolina, either directly along the Pasquotank River, or along man-
made canals that connect to the Pasquotank River. Most of the lots within
the subdivision are built-out with residential structures, as is the Taylor lot,
and the two neighboring tots on either side. Wastewater treatment within
the subdivision is by use of septic systems with leach fields. Potable water
is provided to the subdivision by Camden County. Most of the Tats that
abut the water have bulkheads, docks and/or boat lifts, many with boat
houses. Erosion is minimal along this area of shoreline due to the presence
of bulkheads, but some is noticeable where the high ground somewhat
subsides immediately landwazd of the bulkheads.
"The lot to the east has water-dependent structures including a bulkhead,
pier and boatlift. "The lot to the west has water-dependent structures
including a bulkhead and pier. No wetlands exist in t}us area. No
..submerged aquatic vegetation (SAV1 was observed in the area.
Applicant's lot has a residential structure with attached porches located
partially within the ?~` E~tuarir~~; Shoreline ALC. and completely landward
of the 30' huller. Within the 30' buyer is a lands::aped back yard with.
grass, mulched flower and shrub beds, ornamental trees, and ovine-covered
arbor sus}x~nding a swing, beneath which is appc~c>ximately 12 sq. fi. of
placed atone tile.
Applicant's lot is within Whitehall Basin, aman-made basin with a
connecting man-made canal to the Pasquotank River. This Basin is a deep
waterway with depths of -3 feet at Normal Water Level (NWL) near
bulkheaded shorelines increasing to over -10 feet NWL in the middle of the
Basin. Depth at the waterward edge of the existing boathouse is -7'6"
NWL, and -4'6" at the waterward edge of the proposed jetski lift.
The waters of the Pasquotank River along this area, and those tributary to
it, are classified by the NC Division of Water Quality as SB waters.
Whitehall Basin is 105 feet across at the location of Applicant's lot.
Immediately to the east of Applicant's lot, the Basin begins to narrow, and
feeds into the man-made canal, which is approximately 35 ft. wide where it
adjoins the third lot to the east of Applicant's lot.
Applicant's lot has the following existing water-dependent structures: A
bulkhead extends the entire length of the shoreline (101' 9"). A platform
area exists totaling 388 sq. ft. outside of the drip line of the existing
boathouse. A boathouse exists of 390 sq. ft., measured to the extent of the
drip line. The boathouse covers interior walkways, and a boatlift with an
outdrive service platform. The boatGft is currently used to hoist from the
water a Cigarette 35 "Awesome," which has a 35 foot centerline length,
and an additional 3 foot swim platform, for a total length
of 38 feet. Two additional mooring pilings exist, in line with the pilings of
the boathouse, and are located 16' to the east of the existing boathouse.
PROPOSED
DEVELOPMENT: At present, Applicant's 30' long boathouse does not provide protection for
his 38' overall length boat. Applicant intends to purchase a 38' Top Gun
boat, which, with its swimming platform, will have an overall length of 40'
6". Manufaeturers/purveyors' information to support these specifications is
included with this application. To accommodate the excess length of his
current boat, and to provide for the increased length of the boat that he will
soon purchase, he proposes to enlarge his existing boathouse to a total
length of 50 feet. His proposal is to extend the boathouse to the east, by
utilizing the existing mooring pilings, and by installing an additional 6
pilings for support of roof trusses and walkways. The proposed boathouse
extension would extend approximately 4' beyond the existing mooring
pilings. This structure will be entirely on Applicant's side of the Riparian
Line, but will encroach roughly 4 feet into the 1 S foot Riparian Corridor
setback. A waiver from his neighbors, Mr. & Mrs. Kevin Lyons, has been
requested.
The Applicant also proposes to build, totally within the drip line of the
extended boathouse, a 2' 4" walkway along the outboard edge of the
boathouse extension, and a 4' walkway along the east edge of the
boathouse extension. Along the inboard edge of the boathouse extension,
he proposes to build a 3' 2" walkway '2" of which would extend beyond
the drip line. This would create a small finger pier area, which, with the

existing platform area would bring the total area with existing platform
located outside of the boathouse to 400 sq. ft.
Applicant also plans to purchase one, or possibly two, personal watercraft
(jet-skis). He proposes to install a dual jet-ski lift, supported by two pilings
along the western portion of his bulkhead, located outside of the riparian
corridor.
Applicant would also like the possibility of mooring his, or other vessels
along the outside of his boathouse, and within the "slip area" created
between the boathouse extension and his bulkhead. This would bring the
total number of slips to five, for which he seeks authorization from this
Permit application,

Project is to provide a protective enclosure, by enlargement of an existing boathouse, for existing large vessel, soon to be
replaced with a larger vessel that property owner intends to purchase. Project also provides far a second boat lift to
accommodate two jet skis. Project also provides for two additional boat sops, one on the outside of the boathouse where his
large vessel can be moored. and one between the boathouse and the bulkhead for aocArnmodation of a smatter pontoon, ar
fishing boat. While the slips would be primarily for personal use, applicant wishes to have the option of leasing out his
