Dear Ms. Manuel:
The Orange Water and Sewer Authority (OWASA) is in receipt of the subject Compliance Inspection Report
dated November 29, 2023, and received on December 8, 2023, requesting the facility report the required
flow data for the reclaimed water system on PPI-003 of the Non -discharge Monitoring Report (See
Attachment 1: Section VI Item #14).
We have been previously reporting the required flow data on page PPI-01 (See Attachment 2). Per DEQ's
request, we have modified PPI-03 to have the monthly reclaimed water total flow included to eliminate any
violations (See Attachment 3). All recently submitted or resubmitted NDMRs have included total monthly
reclaimed water flow on PPI-03.

General Conditions (Section VI):
14. The facility continues to be maintained by OWASA, and annual fees have been paid. No enforcements
have been reported in the past five years. However, violations for missing PPI-003 have been
occurring. A review of the monitoring reports for 2023, indicate the data that is required on PPI-003 is
reported on PPI-001. DEQ requests that the facility report the required data on PPI-003 in
order to eliminate the violations.
