In order to complete my review, I need some further information.
1. Can you rip rap the existing shoreline without the back cutting? No we must do back cutting along the
immediate shoreline as the erosion is too great to place rip rap (as shown the pictures and diagram). However
it will be minimized as much as possible
2. If you can not rip rap the existing shoreline, I will need you to provide me a replanting plan for Zone 1. Are the
other trees in Zone 1 and Zone 2 to remain? If you plan to remove trees that are not on the immediate
shoreline, we will need to know which ones, what species of tree and the DBH of the tree. The only live
trees in zone 1 to be removed are those that are in the immediate shoreline area to be back
cut in order to place the rip rap. The back cut area will be filled with raprap, and so no trees
can or will be planted in the rip rap. No other live trees in zone 1 are planned to be
impacted. No live trees in zone 2 are planned to be impacted.
3. I will need the attached Catawba Buffer Notification form completed as well. Done
Your project will be considered "ON HOLD" until I receive all requested information.

Hello Amie, my apologies, I didn't realize you needed confirmation. Yes, I received the email and understand the Zone
1 and Zone 2 differences, thank you for the clarification. And I agree with the addition of an additional 200sq ft of
temporary zone 2 disturbance (10ft x 20ft) to add to the access corridor.

Good evening,
In my review of the above mentioned project, you mentioned that the property has a 30ft Zone 1 buffer. There has
been some confusion of the rules in the area, and I want to be sure that you both have the correct information. All
properties within the Lakes of the Catawba River Basin all have a 50ft buffer. Zone 1 is the first 30' landward from the
760' contour and Zone 2 is the additional 20' landward from Zone 1 making up a buffer area of 50'. The table of uses
help determine what time of authorization is needed. If your land was platted prior to June 30, 2001, there is still a 50'
buffer, however, the type of authorization that you may need can differ from those that were platted after June 30,
2001. This information can be found here: 15A NCAC 02b .0614. I will include an additional 200 feet of temporary
impact in your application for temporary access through Zone 2 of the Catawba Buffer area. If you have any questions,
please let me know.
