Does the submitted system comply with 15A NCAC 02T, the Minimum Design Criteria for the Permitting of Pump Stations and Force Mains (latest version), and the Gravity Sewer Minimum Design Criteria (latest version) as applicable? If no, for projects requiring a single variance, complete and submit the Variance/Altemative Design Request application (VADC 10-14) and supporting documents for review to the Central Office. (To date, the total wastewater flow volume approved for the Kinderton project is 67,230 gallons per day. The total gravity line length approved is 18,648 linear feet). The sewage and wastewater collected by this system shall be treated in the City of Winston- Salem Muddy Creek Wastewater Treatment Facility (Permit No. NC0050342) prior to being discharged into the receiving stream. This permit shall become voidable unless the agreement between Adams, Egloff. Avant Properties, LLC, Davie County and the City of Winston-Salem for the collection and final treatment of wastewater is in full force and effect. Noncompliance with the terms of the Operational Agreement shall subject the Permittee to all sanctions provided by North Carolina General Statutes §143-215.6A to §143-215.6C for violation of or failure to act in accordance with the terms and conditions of this permit. If any parts, requirements, or limitations contained in this permit are unacceptable, you have the right to request an adjudicatory hearing upon written request within 30 days following receipt of this permit. If an individual permit is not required, the following performance criteria shall be met as provided in 15A NCAC 2T .0403: The sewer system shall be effectively maintained and operated at all times to prevent discharge to land or surface waters, and any contravention of the groundwater standards in 15A NCAC 2L .0200 or the surface water standards in 15A NCAC 2B .0200. b. A map of the sewer system shall be developed and shall be actively maintained. c. An operation and maintenance plan shall be developed and implemented. d. Pump stations that are not connected to a telemetry system shall be inspected every day (i.e. 365 days per year). Pump stations that are connected to a telemetry system shall be inspected at least once per week. e. High -priority sewer lines shall be inspected at least once per every six-month period of time. f. A general observation of the entire sewer system shall be conducted at least once per year. g. Inspection and maintenance records shall be maintained for a period of at least three years. h. Overflows and bypasses shall be reported to the appropriate Division regional office in accordance with 15A NCAC 2B .0506(a), and public notice shall be provided as required by North Carolina General Statute §143-215.1C. In the event there is a desire for the wastewater collection facilities to change ownership, or there is a name change of the Permittee, a formal permit request shall be submitted to the Division accompanied by documentation from the parties involved, and other supporting materials as may be appropriate. The approval of this request shall be considered on its merits and may or may not be approved. 5. Construction of the gravity sewers, pump stations, and force mains shall be scheduled so as not to interrupt service by the existing utilities nor result in an overflow or bypass discharge of wastewater to the surface waters of the State. 6. Per 15A NCAC 2T..0116, upon completion of construction and prior to operation of these permitted facilities, the completed Engineering Certification form attached to this permit shall be submitted with the required supporting documents to the address provided on the form. A complete certification is one where the form is fully executed and the supporting documents are provided as applicable. A copy of the construction record drawings shall be maintained on file by the Permittee for the life of the wastewater collection facilities. 8. Failure to abide by the conditions and limitations contained in this permit; 15A NCAC 2T; the Division's Gravity Sewer Design Criteria adopted February 12, 1996 as applicable; the Division's Minimum Design Criteria for the Fast -Track Permitting of Pump Station and Force Mains adopted June 1, 2000 as applicable; and other supporting materials may subject the Permittee to an enforcement action by the Division, in accordance with North Carolina General Statutes §143-215.6A through §143-215.6C. 9. In the event that the wastewater collection facilities fail to perform satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate corrective action, including those as may be required by this Division, such as the construction of additional or replacement facilities. 10. The issuance of this permit shall not exempt the Permittee from complying with any and all statutes, rules, regulations, or ordinances that may be imposed by other government agencies (local, state and federal) which have jurisdiction, including but not limited to applicable river buffer rules in 15A NCAC 26.0200, erosion and sedimentation control requirements in 15A NCAC Ch. 4 and under the Division's General Permit NCG010000, and any requirements pertaining to wetlands under 15A NCAC 213.0200 and 15A NCAC 2H .0500. 11. L7 stimme! wwst' mD com 3� 7231067 Kinderton Village Pump Station Upgrades Davie County, NC Preliminary Engineering Report September 20, 2023 Revised January 9, 2024 Proiect Description The Kinderton Village Sanitary Pump Station, located on the east side of Lakeside Crossing adjacent to Fred Bahnson Number One Lake in Davie County, pumps wastewater that originates from three sources (1) the Kinderton Village Residential development, (2) an adjacent shopping center with restaurants, retail, and a grocery store to the west of the residential development, (3) and an athletic facility to the east of the residential development. The area served by the pump station is located in the northeast quadrant of the intersection of Interstate 40 (1-40) and NC Hwy 801. The pump station is owned and maintained by Davie County Utilities. The pump station is permitted for a maximum flowrate of 260 gpm and consists of the following: • 8-foot diameter precast concrete wet well • 4-inch Gorman Rupp 'suction lift pumps in above ground fiber glass enclosure • 2,700 If— 6-inch & 4-inch force main Standby generator Meter for measuring the volume of wastewater pumped by the station • Pump controls including an auto dialer to notify the operator in the event of a problem The pump station discharges to 1,025 If of 6-inch ductile iron and PVC force main which runs in a southwesterly direction along Lakeside Crossing and then under 1-40. On the south side of 1-40, the force main reduces to 4-inch PVC. From this point the 4-inch force main turns east and runs through a public easement 1,275 If and then turns due south and runs an additional 4001f to a gravity manhole in W. Kinderton Way. Study of Current Pump Station Capacity Calculations obtained from Davie County Utilities indicate that the current pumping rate (capacity) for the existing pump station is 240 gpm for one pump. Davie County Utilities has compiled actual daily flow data for the pump station over the past several years. Seven months of that data has been provided to Stimmel Associates for review along with a 90%Confidence Interval calculation based on that same data. The calculated 90% Confidence Interval for the metered daily flow is 91,803 gpd. This is the accepted average daily flow by Davie County Utilities as being pumped by the station. Based on.the current capacity of 240 gpm, Davie County Utilities calculates the existing station could provide a maximum capacity of 345,600 gpd which equates to maximum design flow of 115,200 gpd based on a peaking factor of 3.0. With current buildout contributing 91,803 gpd to the maximum design flow of 115,200 gpd that leaves 23,397 gpd of available capacity in the pump station. Proposed Future Development There are currently 64.76 acres of undeveloped property in the Kinderton Village area being considered for development. Site 1 is 22.54 acres zoned Commercial Mixed (CM) and Site 2 is 42.22 acres zoned Residential Mixed (RM). Site 2 has approximately 22.50 acres of developable divided area into 2 parcels (9.50 ac+/- in Parcel #1 and 13.00 ac +/- in Parel 2). See attached exhibit for reference to site locations. Maximum developmental density for both zoning classifications is 8 units/acre. North Carolina Administrative Code (NCAC) 15A NCAC 02T .0114 Wastewater Design Flow Rates states that, In determining the volume of sewage from dwelling units, the flow rate shall be 120 gallons per day per bedroom. The minimum volume of sewage from each dwelling unit shall be 240 gallons per day and each additional bedroom above two bedrooms shall increase the volume by 110 gallons per day. Each bedroom or any other room or addition that can reasonably be expected to function as a bedroom shall be considered a bedroom for design purposes. Although the maximum number of units allowed per zoning is 518 units, we have based the average daily flow on 360 units, or 8 units per developable acre. We assume all units will be 4-bedroom units @ 480 gpd/unit totaling 172,800 gpd of additional wastewater flow to the pump station. This additional flow added to the existing 90% Confidence Interval flow of 91,803 gpd totals 264,603 gpd. Pump Station Upgrades The existing pump station will be upgraded to handle the new total flow of 264,603 gpd. Davie County Utilities requires a minimum Peaking Factor of 3.0 which requires a minimum pumping capacity of 551 gpm for each pump. The station upgrades will be achieved by replacing the two existing suction lift pumps with two larger non -clog submersible pumps and replacing the existing 4-inch section of force main with an 8-inch force main. The existing 1,025 If of 6-inch force main between the pump station and the south side of 1-40 will remain in service and the existing 1,675 If of 4-inch force main will be disconnected and abandoned in place. A new 8-inch force main will be connected to the existing 6-inch force main on the south side of 1-40 and will run due south to an existing manhole installed in an existing 10-inch gravity sewer within the US Hwy 158 R/W. The new 8-inch force main will be C-900 PVC (DR-14) pipe. The larger pumps will require upgrading/replacement of the electrical service and controls, and replacement of the existing discharge pipes and valves between the pumps and the existing force main. The existing generator is of sufficient size power the new pumps. The existing 8-foot diameter wet well will remain in service, however the top slab will be replaced with a precast concrete top to provide adequate access for removal of the new pumps for maintenance. We anticipate the existing valve vault will need to be replaced as well. Summary Calculations Results Sulzer XFP100G C81 pumps will be used to replace the existing pumps. These pumps have a 33-hp motor operating at 1766 rpm and have a 11-inch impeller. The pump station calculations reflect the pump's operating point at 599 gpm @ 106.4 ft TDH. At this flowrate the flow velocity is 7.13 fps in the 6-inch force main, and 4.15 fps in the 8-inch force main and pump discharge pipes. The wet well level will beset to provide an active storage depth of 2.68 feet and active storage volume of 1,006 gallons. At the average daily flow of 184 gpm (future developed condition), the system will operate at 7.59 pump starts per hour and a cycle time of 7.90 minutes between pump starts and a pump run time 2.42 minutes. Prior to additional sewer flow from the new development areas coming online, the current flowrate into the station will be 91,803 gpd (64 gpm average) and with the proposed control levels in the wet well, the system will operate at 3.11 pump starts per hour and a cycle time of 19.28 minutes between pump starts and a pump run time of 3.01 minutes. Pump Motor Controls The pumps will be controlled by variable frequency drives, which will provide soft starts and stops, allow the pumps to operate at a lower speed and capacity until the additional future flows are added and provide for more efficient operation. The details of this system are unknown at this time but will be designed and installed in accordance with Davie County Utilities standards. Receiving Gravity Sewer The receiving gravity sewer is an existing 10-inch main within the US Hwy 158 R/W. This main received flow from the Smith Creek Pump Station until it was decommissioned. This main currently receives no wastewater flow, therefore its full capacity is available for flow from the Kinderton Pump Station. The 10-inch gravity main varies in slope from 0.43%to 7.02%. The main was modeled using an incoming flowrate of 600 gpm from the Kinderton Pump Station. At this flowrate, the flow depth in the main range from 6.12 inches to 7.68 inches and flow velocities range from 2.99 fps to 6.07 fps. The full -flow capacity of the flattest section of sewer main is 642 gpm. See the attached flow calculations. The calculations were modeled in Stormwater Studio 2023 software. The software calculates flowrates in cubic feet per second (cfs) units. The input flowrate of 600 gpm is equivalent to 1.34 cfs. Other Improvements Other improvements to the pump station include the following: • Grading of the pump station site to raise to tops of the wet well and valve vault. • Addition of a building for the future chemical feed equipment for odor control and storage of chemicals • Addition of an electric winch to lift the pumps out of the wet well for maintenance. General Sequence of Construction The general sequence of construction for the improvements project is as follows: 1. Obtain all necessary permits. 2. Install new 8-inch force main. 3. Perform leakage testing on new force main and cap line near the tie-in pointto the existing force main. 4. Install bypass pumping tap and valve on existing force main and set up equipment to temporarily bypass pump from manhole upstream of the pump station. 5. Pump out and clean wet well. 6. Remove existing pumps and controls. 7. Remove existing piping from the wet well through the valve box and remove valve box. 8. Remove.existing site fencing, grade site and replace fencing. 9. Install new valve box, piping and valves. 10. Perform leakage testing on the new piping. 11. Install new pumps and controls. 12. Disconnect the existing 4-inch force main from 6-inch force main and connect new 8-inch force main. Flush 4-inch force main with clean water, cap and abandon in place. 13. Perform start-up on pump station. 14. Remove temporary bypass pumping equipment. 15. Install chemical feed building. The sewer system shall be effectively maintained and operated at all times to prevent discharge to land or surface waters, and any contravention of the groundwater standards in 15A NCAC 2L .0200 or the surface water standards in 15A NCAC 2B .0200. b. A map of the sewer system shall be developed and shall be actively maintained. c. An operation and maintenance plan shall be developed and implemented. d. Pump stations that are not connected to a telemetry system shall be inspected every day (i.e. 365 days per year). Pump stations that are connected to a telemetry system shall be inspected at least once per week. e. High -priority sewer lines shall be inspected at least once per every six-month period of time. f. A general observation of the entire sewer system shall be conducted at least once per year. g. Inspection and maintenance records shall be maintained for a period of at least three years. h. Overflows and bypasses shall be reported to the appropriate Division regional office in accordance with 15A NCAC 2B .0506(a), and public notice shall be provided as required by North Carolina General Statute §143-215.1C. 4. This permit shall not be transferable. In the event there is a desire for the wastewater collection facilities to change ownership, or there is a name change of the Permittee, a formal permit request shall be submitted to the Division accompanied by documentation from the parties involved, and other supporting materials as may be appropriate. The approval of this request shall be considered on its merits and may or may not be approved. 5. Construction of the gravity sewers, pump stations, and force mains shall be scheduled so as not to interrupt service by the existing utilities nor result in an overflow or bypass discharge of wastewater to the surface waters of the State. 6. Per 15A NCAC 2T..0116, upon completion of construction and priorto operation of these permitted facilities, the completed Engineering Certification form attached to this permit shall be submitted with the required supporting documents to the address provided on the form. A complete certification is one where the form is fully executed and the supporting documents are provided as applicable. 7. A copy of the construction record drawings shall be maintained on file by the Permittee for the life of the wastewater collection facilities. 8. Failure to abide by the conditions and limitations contained in this permit; 15A NCAC 2T; the Division's Gravity Sewer Design Criteria adopted February 12, 1996 as applicable; the Division's Minimum Design Criteria for the Fast -Track Permitting of Pump Station and Force Mains adopted June 1, 2000 as applicable; and other supporting materials may subject the Permittee to an enforcement action by the Division, in accordance with North Carolina General Statutes §143-215.6A through §143-215.6C. In the event that the wastewater collection facilities fail to perform satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate corrective action, including those as may be required by this Division, such as the construction of additional or replacement facilities. 10. The issuance of this permit shall not exempt the Permittee from complying with any and all statutes, rules, regulations, or ordinances that may be imposed by other government agencies (local, state and federal) which have jurisdiction, including but not limited to applicable river buffer rules in 15A NCAC 2B .0200, erosion and sedimentation control requirements in 15A NCAC Ch. 4 and under the Division's General Permit NCG010000, and any requirements pertaining to wetlands under 15A NCAC 2B .0200 and 15A NCAC 2H .0500. 11. Noncompliance Notification: The Permittee shall verbally report to a Division of Water Quality employee at the Winston-Salem Regional Office, telephone number (336) 771-5000, as soon as possible, but in no case more than 24 hours or on the next working day, following the occurrence or first knowledge of the occurrence of either of the following: a. Any process unit failure, due to known or unknown reasons, that renders the facility incapable of adequate wastewater transport, such as mechanical or electrical failures of pumps, line blockage or breakage, etc.; or b. Any failure of a pumping station or sewer line resulting in a by-pass directly to receiving waters without treatment of all or any portion of the influent to such station or facility. Voice mail messages or faxed information is permissible, but shall not be considered as the initial verbal report. Overflows and spills occurring outside normal business hours may also be reported to the Division of Emergency Management at telephone number (800) 858-0368 or (919) 733-3300. Persons reporting any of the above occurrences shall file a spill report by completing Part I of Form CS-SSO (or the most current Division approved form), within five days following first knowledge of the occurrence. This report shall outline the actions taken or proposed to ensure that the problem does not recur. Part II of Form CS-SSO (or the most current Division approved form) can also be completed to show that the SSO was beyond control. 12. Gravity sewers installed greater than ten percent below the minimum required slope per the Division's Gravity Sewer Minimum Design Criteria shall not be acceptable and shall not be certified until corrected. If there is a unforeseen obstacle in the field where all viable solutions have been examined, a slope variance can be requested from the Division with firm supporting documentation. This shall be done through a permit modification with fee. Such variance requests will be evaluated on a case by case basis.
