The Division has determined that your application is incomplete and cannot be processed. The application is on -hold until all of the following information is received: 1. Please provide a site layout that clearly shows the existing development, proposed development (including the entire access road and solar panels location) in relation to all wetlands and streams within the property limits. [15A NCAC 02H .0502(8)] 2. It appears that the stream begins on this property and that an access road could potentially be installed above the head of the stream. For the purposes of avoidance and minimization, please explain why the access road cannot be installed in a way which avoids the proposed impacts. [15A NCAC 02H .0506(f) and (g)] 3. Please clarify the impacts in the Table on Page 5 of the PCN form. The Table indicates that there are 93 feet of permanent impacts but the comments states the impacts are for a ford and for temporary pump around structures. In addition, please clarify whether the impacts include the reduction in stream length as a result of the location of the ford within a meander of the stream. Section E of the PCN on Page 9 indicates that the Stormwater Management Plan will be reviewed by a Certified Local Government. Please note that neither the City of Asheboro, nor Randolph County are a certified local government for purposes of stormwater review to satisfy 401 requirements. Please revise Section E accordingly and submit a stormwater management plan which shows how stormwater will be managed and treated from all new impervious surfaces. Pursuant to Title 15A NCAC 02H .0502(e) the applicant shall furnish all of the above requested information for the proper consideration of the application. If all of the requested information is not received in writing within 30 calendar days of receipt of this letter, the Division will be unable to approve the application and it will be returned. The return of this project will necessitate reapplication to the Division for approval, including a complete application package and the appropriate fee. Please respond in writing within 30 calendar days of receipt of this letter by sending two copies of all of the above requested information to the Wetlands, Buffers, Stormwater — Compliance and Permitting (Webscape) Unit, 1617 Mail Service Center, Raleigh, NC 27699 -1650. Please be aware that you have no authorization under the Water Quality Certification Rules for this activity and any work done within waters of the state may be a violation of North Carolina General Statutes and Administrative Code.
