PROJECT DESCRIPTION
This project involves the construction of the first 39 lots of a 118 lot subdivision in
Harnett County, North Carolina with associated roadway, utility, and storm
drainage infrastructure. While the plans only include infrastructure installation for
39 lots, stormwater and land disturbance will be permitted for the entire site.
There will be five public roads installed with 2 connections to Spence Mill Road
(Laceneck Lane & Bronzewing Lane). All roads have a 50' right-of-way with
roadside drainage ditches.
The proposed post development impervious area is approximately 16.8 acres.
The built-upon area is 11 .99% of the total acreage.
SITE DESCRIPTION
The existing site is approximately 140.59 acres and is vacant. The site was
previously used for agriculture.
The site lies within the Cape Fear River basin and a high quality watershed. This
site will be developed as a low density subdivision with less than 12% impervious
and will utilize vegetated stormwater conveyance methods in accordance with
the high quality watershed regulations.
This site contains wetlands and an existing pond. There will be minor fill of some
wetland areas, less than 0.1 acres, which will be permitted with the Army Corps
of Engineers prior to construction.
The project site is located in Other Areas Zone "X", areas determined to be
outside of the 500-year flood area per FEMA FIRM Panel 3720065400J with an
effective date of 10/3/2006.
The topography of the site suggests that the entire site drains to the south into
undisturbed jurisdictional streams that drain to Hector Creek (WS-IV; HQW).
STORMWATER CONTROL STRUCTURES
In accordance with regulations for a project located within a high quality
watershed, this project will not require a stormwater control measure as it
maintains less than 12% impervious and will utilize vegetated conveyance
methods. Stormwater will be routed via vegetated road side swales and storm
culverts which will discharge to riprap dissipator pads.
STORMWATER CALCULATIONS
HY-8, version 7.70.2.0, was utilized to size the culverts in accordance with NCDOT
design criteria. The stormwater flow to each pipe was determined by
delineating the drainage area to each pipe, calculating the composite c-value,
and getting the rainfall intensity from the National Oceanic and Atmospheric
Administration (NOAA) precipitation data for the project location. The rational
equation was then utilized to determine the flows for the 2 year, 10 year, and 25
year storm events. The pipes were sized to pass the 10 year storm event with a
headwater to diameter ratio (HW/D) of 1 .2 or less.
Drainage swales and lining materials were sized utilizing the tractive force
method, as outlined in the North Carolina Erosion and Sediment Control
Planning and Design Manual. The stormwater flow for each swale was
determined by the rational method for the 10 year storm event, the critical
channel dimensions, Mannings n-values, and slopes were determined, and the
lining material was adjusted until it was adequate. While vegetated channels
were utilized as much as possible, there are several areas where riprap lining will
be required. However, all pipe and ditch outfalls will discharge to riprap
dissipator pads to disperse the flow.
