A copy of this application has also been sent to the US Army Corps of Engineers for record only. We have enclosed a Vicinity Map, a USGS Topographic Quad Map and a portion of the Site Plans showing the location of the wetland and stream impacts. Also enclosed are the website reports concerning endangered species, essential fish habitat, and historical structures. Based on the reports, the project area does not have any critical habit for endangered or threatened species, essential fish habitat, or historic structures. The wetlands and streams on the project are located in bottomland hardwood forest, which is typically not a habit for the Schweinitz's Sunflower. The water line location has been selected to reduce the number of stream crossings and impacts to wetlands in the surrounding area. An undisturbed buffer has been provided to streams and wetlands where possible. The final water location only has one stream crossing and is proposed at a 90 degree crossing angle. 1 b. The typical 50' temporary construction easement width for the water line is being reduced to 40' to minimize wetland impacts. The excavated wetland material is being stockpiled on mats and returned to the wetland, and native riparian seed mixture is being applied after construction. This line will be constructed by the Town of Granite Quarry to serve an area within the City and then donated to Salisbury -Rowan Utilities for operation and maintenance of the system. The line will be a cross - county installation and will not have any impervious area construction associated with the water line. Any areas disturbed will be revegetated at the end of construction. As part of the project requirements, the flowing permits will be applied for: NCDENR - Land Quality Section — Sediment and Erosion Control Plan Approval NCDENR - Land Quality Section — Stormwater General Permit NCG010000 for construction- related activities NCDENR — Public Water Supply — Water Line Construction Plan Approval US Army Corp of Engineers — 404 Permit, Nationwide General Permit #12 coverage NCDENR — Division of Water Resources —401 permit, General Certification 3884 coverage The disturbed area will exceed one acre, but the project will restore all disturbed areas back to a vegetated condition. The project includes a stream crossing and an impact to a forested wetland and permit applications are being prepared for these permits. Forested areas will be reestablished with a I' grass groundcover to allow access for maintenance and inspection. The impacted forested wetland will be revegetated with NCDOT's Native Grass Seeding specifications. We are requesting that the project be exempt from applying for a stormwater management plan approval. The revegetation of the project will occur under the stormwater permit for construction - related activities, structural measures are not proposed for the treatment of post construction stormwater, the project should not create any post construction stormwater quality issues, and the only maintenance required for the project will be the occasional mowing of the utility r /w.
