Good Afternoon,
DWR has finalized the audit for Nutrient Offset Credit Sales for the Barlow Canal (DWR ID 2013-0436v2) mitigation bank
from 1/1/2021 to 12/31/2022 based on the most recent ledger submitted to DWR which is attached and dated
1/10/2024. The audit results are provided below and require further action from Greene Environmental Services:
Nitrogen Nutrient Offset Credit Letter
• HUC project location was not included in the credit ledger
o Action Required
■ Add the 8 digit HUC of the project location in the "Project w/HUC' column on the credit
ledger
• Towne Bank has a different transaction date than what is stated on the MCTC
o Action required
■ Change the transaction date on the ledger to match the MCTC date which would be
6/7/2022.
Phosphorus Nutrient Offset Credit Ledger
• Towne Bank has a different transaction date than what is stated on the MCTC
o Action required
■ Change the transaction date on the ledger to match the MCTC date which would be
6/7/2022.
• Arlington Trace transaction has the incorrect amount of credits sold according to the MCTC and City
Letter. The MCTC and corresponding City letter show 40.92 Ibs were sold and required,
respectively. The Ledger depicts 40.94 Ibs were sold. This transaction is not compliant.
o Action Required
■ Change the credits sold to 40.92 and update all proceeding amounts accordingly.
Once all action items are completed and a summary of all responses to the comments and actions required are provided
to DWR, we can finalize the audit for this Bank.
