Proposed Activity Provide a detailed description of the proposed activity including its purpose and include the type of equipment to be used: Quality Marine LLC is proposing to install a 300-ton marine travel lift facility for the purpose of commercial vessel inspection and repair. Installation will require dredging of an existing channel leading from the Neuse River navigable channel to a bulkhead basin, along with the excavation of a travel well and installation of an 'inland' anchored steel sheet pile 'cofferdam.' A sediment basin will be constructed on the property to contain the spoils from the dredging operation and well excavation. Dredging and well excavation will take place simultaneously. After completion of those, concrete runways will be constructed around the new well to support travel lift wheel operation. Standard heavy construction equipment will be used along with boat mounted dredging equipment. Dredged effluent will be stored in the sediment basin until the solids settle out and water can be discharged to the River. Phase 2 of the project will remove the sediment basin and construct working platforms for boat repairs. Access pathways will be constructed for the travel lift to move boats to the working platforms. A stormwater impoundment area will be used in the phase 2 (post construction) condition. C. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project. This project only disturbs the buffer in the area that will serve as the boat well for lifting boats out of the water. This existing area does not currently serve as a vegetated buffer. traditional vegetated buffer. The area where the boat well will be installed is not vegetated and serves as a boat ramp/boat launch and has compacted dirt stone road which is used for vehicle and boat access. This property has been used in this capacity since at least the early 1990's. There are no other proposed impacts to the buffer. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Construction of this site will be staged so there is minimal disturbance near the buffer areas of the lot. The site will be closely inspected and monitored to abide by State standard erosion control practices and the permit. The erosion control plan will include the use of grass cover, sod, construction entrances, turbidity curtain, silt fences and a sediment basin. E. Diffuse Flow Plan la.
