Application: Responses to Request for Additional Information
Dear Ms. Burdette:
Angler Environmental is pleased to present the following information in response to the Request
for Additional Information (dated August 28, 2015). Additional information has been addressed
within the attached application including:
The impervious surface of the project should include proposed houses, driveways, and
sidewalks in addition to the road network. The application states that the percent
imperviousness is 12.66 %, and that does not appear to reflect the total project area and all
proposed impervious surfaces. Water Quality Certification #3890 requires a stormwater
management plan if the overall imperviousness of the project is greater than 24% (high
density). [15A NCAC 02H .0506(b)(5) and (c)(5)]
Sheet C2.0 has a site data table for Phase 2 on the left. For Phase 2, the impervious area in lots is
3900 sf per lot * 33 lots = 128,700 sf. The roadway has 62,493 sf of impervious, giving a total of
4.39 acres of impervious. 4.39 acres impervious from a total Phase 2 site area of 34.27 acres is
12.81 %. This has been revised since the previous submittal showing 12.66 %.
2. If the overall percent imperviousness of the project is less than 24% (low density), then a
diffuse flow plan is necessary. The application states that "No man -made ditches or
conveyances will be constructed ", that that seems unlikely if all the impervious surfaces of
the project are taken into consideration. [15A NCAC 02H .0506(b)(5) and (c)(5)]
Attached are the revised construction drawings that show the diffuse flow plan incorporated on
sheet C3.0. Also attached is the spreadsheet calculations that size the scour holes used for diffuse
flow. The statement regarding "No man -made ditches or conveyances will be constructed" has
been revised to reflect the diffuse flow plan.
3. The site plan needs to depict topographic contours for the entire project, not just the road
system. The stream is currently depicted as a line, but it should be shown as having
dimension with the buffers measured from each stream bank. In addition, the site plan
should be dated and stamped by a professional engineer. An "existing conditions" plan
sheet should accompany the site plan. [15A NCAC 02H .0506(b)(5) and (c)(5)]

Attached are the revised construction drawings including the Existing Conditions Plan (Sheet
C1,0), Site plan (Sheet C2.0), Grading and Drainage Plan (Sheet C3.0), and the Erosion Control
Plan showing topographic contours for entire project (Sheet C4.0). The creek is now shown to
have a stream bank and is labeled "CREEK BANK 3' WIDE (TYP)" on the Existing Conditions Plan
(Sheet C1.0) and the Site Plan (Sheet C2.0). Buffers have also been shown on these plan as being
50' from the stream bank. In addition, the plans are dated and sealed by a professional engineer.
4. Per the conditions of Water Quality Certification #3890, culverts must be buried to allow
aquatic life passage. Provide cross section details showing the provisions for aquatic life
passage. [15A NCAC 02H .0506(b)(5) and (c)(5)]
Sheet C6.1 shows the profile view of the stream crossing, and graphically shows the pipe being
buried to allow for aquatic life passage.
