The University of North Carolina at Chape Hill (UNC-CH) is hereby providing comments regarding the above
referenced draft permit for the Cogeneration Facility which was received by UNC-CH on October 24, Z023. Our
comments are provided below.
• The responsible official for this permit is Mr. George E. Battle, III, Vice Chancellor of Institutional Integrity and
Risk Management. The paperwork for the change of responsible official was previously submitted to DEQ.
On page 2 of 37 in the draft permit, item #3: The 300,000-gallon west stormwater detention pond which
discharges to Outfall 002 is unlined (grass), but the 150,000-gallon east stormwater detention pond which
discharges to Outfall 003 is concrete.
