Required Baseline Sampling under general permit NCG02. 3M conducted sampling at these outfalls on Tuesday 11/21/2023. 3M recently implemented a voluntary sampling program called the Water Management Standard (WMS) of its stormwater outfalls for certain parameters in addition to the parameters required under the stormwater permit. In adding new sampling parameters, 3M's consultant missed grabbing samples for turbidity and settleable solids at 4 outfalls: 001, 005, 006, and 008. 3M did obtain upstream and downstream Turbidity samples for Outfall 001, which are required by F-1. (e) and the outfall's Tier Two status. Upon learning that the parameters were not analyzed, 3M immediately contacted the lab to request additional sample volume be substituted from WMS parameters for the permit required parameters; however, the lab was unable to make the needed substitutions. 3M has since implemented a new quality control procedure to ensure all permit required parameters are collected for each outfall during future sampling events. Lab results for WMS parameters from the Q4 2023 event are included with this submission, and 3M will continue to share the results from WMS sampling with NCDEQ for all future sampling events for the duration of WMS implementation.
