The culvert designs do not appear to be compliant with the standard 401 requirement. Please reference General Condition #12, specifically culvert depths based on size of culvert and slopes of culvert. Also, for multiple culverts, baseflow must be contained to the natural channel width. Riprap apron designs appear to create over widened channel which will disrupt natural channel depths and impact aquatic life movement and propagation. Please adjust the designs accordingly and resubmit plans and impact amounts (and mitigation if necessary) or provide sufficient justification of why the standard requirements cannot be met at any particular location. Please submit a response within 30 days. The application will be considered "on hold" until receipt of a complete response to the item above.
