Mr. Junkin: This email is in reference to the Pre-construction notification (PCN) for the proposed Cardinal Pipeline ROW at Tributary to Beaver Creek Project (SAW-2023-01894), received on September 21, 2023. The following information is required to complete our evaluation, confirm compliance with one or more General or Regional Conditions, and/or complete consultation with another federal/state agency to verify the use of the Nationwide Permit (NWP): 1. Your application states, “Any streams (as shown on Wake County GIS) to access the project area will be spanned with mats to avoid any additional impacts”. Please note that the access corridor to be utilized during construction is part of the project area for this permit. All streams, and any potential wetlands, must be identified on the ground by a qualified environmental scientist. A delineation of the access corridor will be required in addition to the project area to consider this application complete. Note however that no-loss options to cross any features identified are available and no adverse impact to your project is anticipated. 2. If work cannot be done in ‘the dry’, applicants will often propose the use of a stream pump-around or similar measure to protect downstream resources during construction. Would any similar measures be employed during construction of your project? Please provide the requested information within 30 days, or your application will be administratively withdrawn. To clarify, if the requested information is submitted after the 30-day timeframe, you will not be required to re-submit an entirely new PCN (unless otherwise specified).
