Facility and Address: Shelby Water Treatment Plant 801 W. Grover Street Shelby, N.C. 28151 2. Date of Investigation: January 30, 2008 3. Report Prepared By: Samar Bou-Ghazale, Env. Eng.II 4. Directions to Site: The Shelby WTP is located on the left (south) side of SR 1305 (Grover Street) approx. 1.1 miles west of the junction of SR 1305 and Hwyl 8 in Shelby. 6. Discharge Point(s), List for all discharge Points: Latitude: 350 18' 06" Longitude: 810 33' 36" Attach a USGS Map Extract and indicate treatment plant site and discharge point on map. USGS Quad No.: F 12 SE 7. Site size and expansion area consistent with application: Yes. 8. Topography (relationship to flood plain included): Gently rolling towards the receiving stream at a rate of 2-5%. The WWT facilities are not located in a flood plain. 9. Location of Nearest Dwelling: No dwelling is located within 500 feet of the site. N Page Two 10. Receiving Stream or Affected Surface Waters: U. T. to First Broad River, a. Classification: C b. River Basin and Subbasin No.: Broad 030804 C. Describe receiving stream features and pertinent downstream uses: Receiving stream drains an urban area of Shelby. There are no other dischargers known on this stream segment. Receiving stream empties into the First Broad River approx. 0.2 miles below the discharge point. PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS 1. a. Volume of Wastewater: 0.72 MGD (design capacity based on ATC issued 12-18- 85). b. What is the current permitted capacity: There is no flow rate established in the NPDES Permit. C. Actual treatment capacity of current facility (current design capacity): 0.72 MGD d. Date(s) and construction activities allowed by previous ATCs issued in the previous two years: N/A e. Description of existing or substantially constructed WWT facilities: The existing WWT facilities consist of two alum sludge settling lagoons. f. Description of proposed WWT facilities: N/A g. Possible toxic impacts to surface waters: Effluents from WTPs have been found to exhibit toxic characteristics. h. Pretreatment Program (POTWs only): N/A 2. Residual handling and utilization/disposal scheme: Alum sludge is currently disposed at the county landfill. 3. Treatment Plant Classification: Class I 4. SIC Code(s): 4941 Wastewater Code(s): 21 5. Connect to regional sewer system: The City has rejected the introduction of this wastewater into their collection system. c. Subsurface: Insufficient area d. Other disposal options: N/A PART IV - EVALUATION AND RECOMMENDATIONS The Permittee, City of Shelby is requesting renewal of its NPDES permit to discharge supernatant from two alum sludge settlings basins. The wastewater is generated from the filter backwash and decant from the alum residuals lagoons. The filter backwash is de -chlorinated by sodium thiosulfate prior to being discharged to the alum residuals lagoons. The facilities were in good operational condition at the time of the site inspection. Pending review and approval by P&E, it is recommended that the permit be renewed as requested.
