Subject: Industrial Facility Inspection
International Paper – Charlotte Container Plant
On January 8, 2024, Michael Schley of Charlotte-Mecklenburg Storm Water Services (CMSWS) conducted an
inspection of the above referenced facility as a requirement of the City of Charlotte’s NPDES Permit,
NCS000240, Part II, Section H. Inspection authority is granted by Charlotte City Code Chapter 18, Article III,
Section 18-82. At the time of inspection, the facility was observed to be in compliance with the City of Charlotte
Storm Water Pollution Control Ordinance. However, deficiencies were noted in the SWPPP.
The inspection was also conducted as part of a cooperative working agreement between Mecklenburg County and
the North Carolina Department of Environmental Quality (NCDEQ) – Division of Energy, Mineral and Land
Resources (DEMLR). NCDEQ – DEMLR has been copied on this report and made aware of the following
observations regarding the facility’s NPDES stormwater permit:
1) Stormwater Pollution Prevention Plan (SWPPP)
A Stormwater Pollution Prevention Plan (SWPPP) has been developed, recorded, and implemented.
2) Qualitative Monitoring
Qualitative monitoring has been conducted and recorded.
3) Analytical Monitoring
Analytical monitoring for the NCG05000 Permit will be required to begin in Q1 of 2024 per the NCG05000
Permit, Part E-1(f).
4) Permit and Outfalls
The physical location of where stormwater discharges offsite was observed to be different than the
designated outfall locations on the SWPPP's Detailed Site Map. The facility should assess physical
conditions of the site and the detailed site map to determine appropriate outfall locations for analytical and
qualitative monitoring.
