Facility Description: Charlotte Intermodal Services, Inc. is located at 5710 West Boulevard on approximately 200 acres
in Charlotte. Norfolk Southern leases the property and operations are conducted with three contractors. Charlotte
Intermodal Services, Inc. is a transportation facility that loads and unloads rail car freight and maintains intermodal
equipment.
File Review/History: Charlotte Mecklenburg Storm Water Services (CMSWS)has previously inspected the facility on
October 7, 2015 and October 8, 2019. A Notice of Violation was issued for an illicit discharge from the oil/water separator
into the stormwater drainage system on October 21,2015. The report was issued as satisfactory during the inspection
on October 8, 2019.
Inspection Summary: Charlotte Intermodal Services, Inc.was observed to be in compliance with the City of Charlotte
Storm Water Pollution Control Ordinance. Please refer to the report for comments and recommendations from the
inspection.
Site Inspection Deficiency M Comments
Stormwater system (catch basins, Satisfactory Stormwater conveys through the site into a series of catch
inlets, outfalls, etc.) basins,which discharge from the property via one outfall. No
stormwater pollution issues were observed.
Erosion issues Recommendation There were erosion issues observed on the sloped areas near
the security fencing on the western property boundary
adjacent to the Charlotte Douglas International Airport (CDIA).
CMSWS recommends that Norfolk Southern coordinate with
CDIA to install groundcover to control erosion and off-site
sedimentation.
Structural stormwater control Recommendation There are several dry detention basin SCMs located on the
measures(SCMs) property.There was standing water observed in a few areas of
the SCMs. CMSWS recommends that Norfolk Southern
coordinate with CDIA to address the drainage and standing
water concerns on the property.
Illicit discharges/connections Satisfactory No illicit discharges/connections were observed on the
property during the inspection.
Aboveground storage tank(s)(ASTs) Recommendation The following ASTs are located on the property: one 1,000-gal
and any associated venting and/or Ion diesel fuel AST,one 500-gallon diesel fuel AST, one 300-g
dispenser(s)—list tank size(s)and allon new motor oil AST, one 275-gallon used oil AST, one
contents 150-gallon new hydraulic oil AST, and one 300-gallon anti-free
ze AST.There was minor staining observed on the
maintenance pad adjacent to the ASTs. CMSWS
recommends that the maintenance pad be routinely
inspected and cleaned as needed.

Outdoor material storage area(s) Recommendation Intermodal containers, chassis, and other related materials
are stored outdoors on the property. There was trash and
litter observed in the container storage lot along the security
fencing on the eastern portion of the property. CMSWS
recommends that routine lot cleaning be conducted to
remove trash and litter.
Outdoor processing area(s) N/A
Loading/unloading area(s) Satisfactory Cranes operate outdoors on the property to load and unload
intermodal containers. The loading and unloading areas
appeared to be in good condition; no stormwater pollution
issues were observed.
Vehicle/equipment area(s)-fueling, Satisfactory Vehicle/equipment fueling, maintenance, and storage
maintenance,washing, storage, etc. activities are conducted onsite. Per facility staff, no washing
activities are conducted on the property. No significant
stormwater pollution issues were observed.
Oil/water separator and/or Satisfactory Per facility staff, stormwater from the maintenance pad drains
pretreatment to an oil/water separator.The oil/water separator is routinely
inspected and cleaned as needed to ensure it functions
properly. No stormwater pollution issues were observed.
Waste storage/disposal area(s)- Recommendation There are several municipal waste and scrap metal recycling
open tops,waste containers, scrap dumpsters located on the property. Some of the dumpsters
metal bins, etc. were observed uncovered. CMSWS recommends that the
dumpsters be covered to prevent stormwater exposure.

shop building. No stormwater pollution issues were observed.

observed to be capped. No stormwater pollution issues were
observed.

facility staff,the spill kits are routinely inspected and
restoked as needed.
