Dixon Road Bank Parcel Credit Release — Task 5
Dear Mr. Becker:
On January 21, 2021, the Division of Water Resources (DWR) received the Year 2 Monitoring
Report from Greene Environmental Services, LLC (GES) for the Dixon Rd site. Results of the
vegetation data showed stem densities higher than the required 260 stems/acre throughout most of
the site. Additionally, no concerns with invasive species or encroachment within the easement
boundary were noted.
DWR received a bond rider for performance bond (#1131863) in the amount of $100,000 issued to
GES from Old Republic Surety Company, to cover monitoring and maintenance at the subject site.
The term of this bond applies through December 1, 2021. Future credit releases will be dependent on
both the renewal of this performance bond and the annual monitoring reports.
In accordance with the MBI, signed on March 7, 2019, the following Project Milestones have been
met and the corresponding credits shall be released:

By copy of this correspondence, DWR confirms that you have satisfied the above requirements for
the above -referenced tract and 10% of your Nitrogen nutrient offset credits
(0.10 x 22,752.93 lb-N = 2,275.29 lb-N) and 10% of your Phosphorus nutrient offset credits
(0.10 x 1,465.46 lb-P=146.55 lb-P) are now available to sell. Additionally, 10% of your Neuse
buffer Restoration credits (0.10 x 274,846.12 ft2 = 27,484.61 ft2) are now available to sell.
Please note that nutrient offset credits generated at this site must be used for impacts in HUC
03020104 of the Tar -Pamlico River Basin pursuant to 15A NCAC 02B .0703, which became
effective on April 1, 2020. Additionally, the riparian buffer credits must be used for impacts in
