Dear Mr. Bennett,
I am respectfully submitting an application for an NPDES discharge permit for a borrow
pit in Lenoir County. The location of the pit, proposed buffers, and erosion control measures
are shown on the enclosed site plan.
Barnhill Contracting Company proposes to pump water from a rim ditch into the
dewatering sediment basin as shown on the mine map. This basin has been designed for a
1,000 gallons per minute pump and a detention time of 2 days. Water will be pumped into the
sediment basin utilizing a 6" submersible pump at an average rate of approximately 650 gallons
per minute. This pit will be operated for Barnhill Contracting projects only and will not be run
on a continual basis. Use will be determined by demand for borrow material for local projects.
Because of the nature of this work, withdrawal rates and discharge will vary greatly from month
to month. We intend to dewater only when we are actively mining sand and not on a
continuous basis. During times of mining, we will typically work 12-hour days and pump during
those times.Therefore, any discharge will be kept to a minimum.We have also applied for a
CCPCUA withdrawal permit through division of Water Resources since this site is within Lenoir
County.
Erosion control measures will be installed onsite prior to any land disturbance taking
place. Please reference the site plan for a more detailed depiction of these measures. Any
water within the mining area will be directed to drain towards the pit.

This letter is in regard to the homes located within 1,500 feet of the excavation boundary for the
Creech Pit located in Lenoir County. County water is available for the residents located within 1,500 feet
of the proposed pit on Gilbert School Rd. Barnhill Contracting Company has not located or is aware of
any wells currently being used. Barnhill Contracting Company acknowledges that if any problems or
adverse impacts arise and are directly attributable to our pumping operation, during the dewatering
process, Barnhill Contracting Company will address these issues accordingly and take appropriate action.
If the proposed Creech Pit adversely impacts any existing wells within a 1,500' radius of the pit's
permitted excavation boundary,then Barnhill Contracting Company will take action to correct the loss
of water by doing one of the following, until the issue has been resolved:
1. Lower the pump(s) and/or increase the drop pipe(s) in the existing well(s)
2. Replace the pump(s)with one that can draw from a deeper depth
3. Replace the well(s)with a deeper one(s)
4. Pay the initial hook-up fee for county water if the owner desires.

Barnhill Contracting will use this pit on an as needed basis and pumping operations will vary throughout the year. During times of active
hauling, the need to dewaterthe pit will be greater and require the permitted use of daily withdrawals. During months during the winter
when construction is much more inactive,withdrawal rates will be significantly less. Withdrawal will not be done on a continual basis and
the pump will only run while we are actively mining the pit. During times of seasonal shutdown and inactivity,this site will not be
dewatered. During times of operation,the pump will run for approximately 24 hours per day. We will use a 6" submersible pump with a
pumping capacity of 650 gpm.

A sediment basin will be installed as shown on the site plan and will be used for controlling any erosion from excavation. Please see
enclosed mine map for location of sediment basin. Water will be pumped into sediment basin and overflow will sheet drain after
settlement into ditch through check-dam.

by the type of material being mined +/- 20' to +/- 30'. No high wall excavations
will take place on this site. Adjacent property lines will have a combination
buffer of 25' undisturbed and 25' of non-excavation. The non-excavated buffer
will include a berm to prevent public access to the mining area.
8. Describe what kind of barricade will be used to prevent inadvertent public access along any high wall area and when it
will be implemented.Vegetated earthen berms,appropriate fencing and adequate boulder barriers may be acceptable
