issues:

Please correct the following:

Simply sta?ng that there are C and D soils on-site is not sufficient jus?fica?on for not mee?ng 15A
NCAC 02B .0602(a), especially since the provided soil boring informa?on indicates that the SHWT1 boring is
representa?ve of the Cecil soil series (which is HSG B). Demonstra?ng that the on-site soil hydraulic conduc?vity
is very low (typically less than 0.25 in/hr) and that it is not prac?cable to locate the SCM in a por?on of the site
that has be?er infiltra?on poten?al could be used to show that it is not prac?cal to use infiltra?on methods for
this project. NOTE: If it is not prac?cable to use infiltra?on methods for this project, you may want to select an
SCM that has a higher percent annual runoff treatment by ET&I (please refer to the SCM Credit Document
h?ps://www.deq.nc.gov/energy-mineral-and-land-resources/stormwater/bmp-manual/2023-nc-stormwater-
control-measure-credit-document/download?a?achment) as it will provide some groundwater recharge.
The Fast-Track ATC review is not an in-depth technical review of the stormwater controls for the site, it is more of an
administra?ve review of the project/a review to see if the project has the poten?al to meet the design
requirements/rules. The SCM design and drainage area delinea?on are not required submission items at this point in the
Fast-Track submi?al process so issues with the SCM design or drainage area delinea?on do not prevent a project from
ge?ng Fast-Track ATC approval, but if the SCM design and drainage area delinea?on are provided at this point in the
review, we look at them to see if the design appears to meet the rules and MDC. Based on a precursory look at the
design the following issues may arise with the design:
 Sand Filter MDC 3 – Please note that the design volume of the SCM must be able to be stored between the
bo?om of the SCM (top of the sand layer & bo?om of the sediment chamber) and below the invert of the
lowest bypass device (2.5” orifice with invert at 578.21’). Storage provided within the sand layer, in a permanent
pool in the sediment chamber, or above the invert of the bypass device does not count towards the design
volume of the SCM. As designed, this SCM does not appear to have a sufficient design volume.
NOTE: The project will need to comply with the rules/regula?ons before the Final Approval (part 2 of the Fast-Track
permi?ng process) is issued for the site and before the E&SC permit is closed out. You can address these issues now as
part of the ATC Approval or prior to Final Approval.

- Please clearly delineate the project area on the plans. This item is required per 15A NCAC 02H .1043(3)(f). Pre
the plans, the property area (4.0 ac) and clearing limits (3.35 ac) are shown, but it is unclear where the project
area boundary is. NOTE: While not required, it is typical for the project area to correspond with the property
area, that way, the en?re project area is covered by the permit. Please revise as needed.
- Applica?on, Sec?on E5 – The project density does not appear to be calculated correctly. For a project without
exis?ng BUA, project density is calculated as Proposed New BUA (49,361 sf) divided by the Total Project Area
(145,926 sf). 49,361 sf / 145,926 sf ≠ 34.2%. Please revise as needed.

 Sand Filter MDC 1 – You will need to provide at least one SHWT boring within the footprint of the proposed sand
filter. NOTE: When ge?ng the SHWT boring, please ensure that either the exis?ng ground surface eleva?on or
eleva?on of the SHWT is provided. Merely sta?ng the depth from the exis?ng ground surface to the SHWT is
insufficient to determine the SHWT eleva?on.
 Sand Filter MDC 2 – Per the MDC, the storage volume provided in the sand chamber and sediment chamber
should be equivalent. The provided informa?on appears to indicate the volume that can be stored in the
sediment chamber is larger than the volume that can be stored in the sand chamber. NOTE: The sediment
chamber can be oversized (please refer to the Manual). If doing so, you must demonstrate that at least half of
the design volume of the SCM can be stored in each chamber (for example, if the design volume was 10,000 cf, a
sand chamber that can hold 5,000 cf and a sediment chamber that can hold 9,000 cf would be acceptable since
each chamber holds at least half of the design volume (5,000 cf)). NOTE: The design volume must be stored
between the “bo?om” of the sand filter (eleva?on 577.0’ per the plans) and the lowest bypass weir/orifice
(eleva?on 577.67’ per the plans), storage provided within the sand layer and storage provided above the bypass
invert do not count towards the treatment volume provided by the SCM.
 Sand Filter MDC 3 – The treatment volume of this SCM will need to be based on the difference between the pre-
and post- development runoff from the 1-year, 24-hour storm (since this project is subject to the Goose Creek
Rules.
 Sand Filter MDC 6 – You will need to specify the type of sand that is to be used in the SCM (if this was provided, I
did not see it).
 It is recommended to reduce the amount of pervious areas draining to the sand filter as pervious areas produce
fines which clog the sand filter and necessitate more frequent maintenance which will increase the cost of
ownership for the SCM.
NOTE: The project will need to comply with the rules/regula?ons before the Final Approval (part 2 of the Fast-Track
permi?ng process) is issued for the site and before the E&SC permit is closed out. You can address these issues now as
part of the ATC Approval or prior to Final Approval.

the project may be phased. This is required per 15A NCAC 02H .1043(3)(g) and per Sec?on F, 5 of the
Applica?on. The construc?on sequence does not need to be lengthy, just a brief descrip?on of how future
development on the project (beyond what is shown on the plans) will be phased. If no future development is
planned for the project, you can simply state that in the construc?on sequence. This item is different than the
E&SC sequence of construc?on.
Since these are minor issues. You can a?ach the corrected pages in a follow up email that I can add to your exis?ng
applica?on.

NOTE: While not required for administra?ve completeness, this project is located in the Waxhaw Watershed and is
therefore subject to the Goose Creek Rules (15A NCAC 02B .0602). Please ensure that the difference between the pre-
and post-development 1-year 24-hour storm event is used to determine the minimum required treatment volume of the
proposed SCM(s). Please also ensure that the proposed SCM promotes infiltra?on of flows and groundwater discharge
as required per 15A NCAC 02B .0602 (Goose Creek Rules). It is recommended to revise the stormwater treatment
summary, narra?ve, and SCM details as needed to meet all of the requirements of the Goose Creek Rules. If it is not
