PROJECT NARRATIVE
The Homes at Reedy Branch Residential Development is a proposed 67-lot single family detached
residential development. Proposed infrastructure includes roadways (to be owned/maintained by
NCDOT) and waterlines (to be owned/maintained by Harnett Regional Water). NC 27 is proposed to be
widened for turn lanes at the project entrance (as required by NCDOT).
The existing site is slightly rolling farmland. The in-situ soils are predominantly loamy sands. Most of
the soils within the project area are classified as'Not Limited'by the NRCS for accommodating dwellings.
The majority of the soils that are defined as 'Limited' will not be left undisturbed. Minor amounts of
undercutting and importing of fill may be required once grading is underway so that proper compaction
can be achieved.
The project site generally drains toward the south,and to the Reedy Branch(Index No. 18-20-19) located
on the southwestern side of the property. The Reedy Branch eventually flows to the Upper Little River
(Index No. 18-20-8), and then the Cape Fear River. The proposed drainage patterns will maintain the
existing patterns to the extent practical.

There are jurisdictional waters were identified and located by the Owner's consultant, SWCA
Environmental Consultants, in the vicinity of the proposed project area. No impacts are proposed with
this proposed project.
The total property area owned by Harrington Properties LLC is 86.90 AC. The total area amount of
surface water on the property is calculated to 0.6 AC(pond and streams). The resulting 'Project Area'
is 86.30 AC AC. No existing built-upon area exists on the property. The amount of new built-upon area
proposed with this project is 8.09 AC, which includes an allocation of 4,000 SF per lot, 80,315 SF of new
roadways, and 3,950 SF for the proposed mail kiosk and parking area /driveway. The computed %BUA
is 9.4%.
The% Built-Upon Area classifies this project as low density. The site has been designed with low impact
techniques. Built-Upon Areas have been located away from existing wetlands to the extent practical.
No individual lots will contain jurisdictional waters. Roadways will drain to vegetated roadside ditches
(except where rip rap is needed for erosion control). Culvert lengths are kept to a minimum by crossing
perpendicular to the roads and using end treatment.
