PROJECT SUMMARY: The applicants are proposing to install a new 190' bulkhead along the waters of Bogue Sound in Morehead City, North Carolina, Carteret County which will require approximately 2350 sf of fill in open water, coastal wetland, estuarine shoreline and public trust area. 9. NARRATIVE DESCRIPTION: The Chappell/Cypress Bend bulkhead project is a dual applicant project located at 5005 and 5007 Holly Lane in Morehead City, Carteret County. 5005 Holly Lane is owned by Cypress Bend Timber, LLC, and 5007 Holly Lane is owned by David Chappell. The shoreline of these two lots rise vertically to approximately 15'. There is an existing single-family residence, pool, and two slip docking facility on 5007 Holly Lane. The single-family structure on 5005 Holly Lane has been demolished. Existing on the two properties is an approximately 8' tall by 190' long bulkhead. Both properties also have retaining walls located approximately 10' further inland. There are concrete remnants of an old bulkhead approximately 17' offshore. Bogue Sound runs along the south side of the properties. The upland vegetation mainly consists of lawn grasses, shrubs, and oak trees. There are coastal wetlands containing Spartina alterniflora (20' x 20' area) primarily present along the shoreline of 5007 Holly Lane. The waters of Bogue Sound have approximately a 2.5'-3' lunar tidal amplitude. The water in this area is classified as HQW/SA. This area of Bogue sound is not designated as a Primary Nursery Area and is open to the taking of shellfish. The closest federally maintained channel is located approximately 0.25miles to the south. Water depths within the proposed project area range from +1' NLW along portions of the existing bulkhead to -0.5' NLW at the furthest extent of the proposed bulkhead location. The bottom substrate is sand. SAV is not present in the proposed project location but is present approximately 80' offshore from the existing wooden bulkhead. 10. PROJECT DESCRIPTION: Currently there exists a 190' long wooden bulkhead approximately 8' tall along the shoreline of 5005 and 5007 Holly Lane, Carteret County. According to the applicant, they propose installing a new 190' long bulkhead fifteen feet waterward of the existing bulkhead. This would require approximately 2350sgft of fill into public trust area, shallow bottom, and coastal wetlands. 11. ANTICIPATED IMPACTS: The proposed 190' bulkhead would require approximately 2350sgft of fill into public trust area, shallow bottom, and coastal wetlands. There would be an increase in suspended sediment and turbidity levels from bulkhead placement and construction, but would be temporary and limited due to bottom composition. There would be no impacts to navigation. SAV was not observed in the proposed bulkhead and fill area. This area is open to shellfish and no shellfish resources were observed within the project area. This would change setbacks as determine by normal high water for any future upland development. This area is commonly known as the Bluffs of Morehead City due to its elevated topography. The shoreline of these two lots rise vertically to approximately 15' of elevation and is currently stabilized by bulkheads. This shoreline, as it relates to adjacent property's is indented due to various development activities over the centuries with remnants of old bulkheads existing approximately 20' offshore. Currently, these two bulkheads are showing signs of fatigue and eminent failure. A combination of amplified wave energy by the shoreline configuration and the excessive pressure created by elevated topography appears to be creating this stress. The owners of these two lots are proposing to construct a new 190' bulkhead 15' waterward of the existing wall. This lower -tiered wall will reduce pressure on the upper wall and allow for more substantial dead men. We feel that this proposal meets criteria set forth in 07H .0208(b)(7)(D) in that: -The property bulkheaded has an identifiable erosion problem caused by adjacent bulkheads. -The proposed bulkhead is designed to align with adjacent bulkheads and to mitigate the unreasonable hardship resulting from unusual geographic features. -The proposed bulkhead will not adversely impact public trust rights or adjacent riparian owners. -The property to be bulkheaded is in a non -oceanfront area. Additionally, the small amount of Coastal Wetland that would be impacted by this project is unhealthy in nature due to wave refraction off the indented wall and remnant rubble from historical concrete bulkheads.
