The 12" line being installed is replacing existing 8"sewer within the Town of Holly Springs's current sewer network that is undersized. The existing 8" line is being removed and replaced with the 12" line listed in this permit. The sewer is planned to be removed and replaced in the same location,but new pipes and manholes will be used for replacement of the upsized line. This work will occur roughly from the location of Cayman Avenue/North Main Street all the way up to Sportsmanship Way/North Main Street in Holly Springs, NC. The existing permit WQ0003304 is being modified for the above as described—4,277 LF of 8 inch gravity sewer is being removed from the existing permit, but the remaining 11,818 LF of 8 inch gravity sewer will continue to operate as It was previously permitted. A 22 gpm pump station with duplex pumps,stand-by power, and approximately 2,086 I near feet of fl- inch force main will continue to serve Easton Acres. The existing flow of 31,720 GPD under this permit will remain and is already tributary to the plant. This permit application is just for the sewer being replaced as described above. It is being submitted with two other applications for the project that Is triggering the upgrades to this line. Those applications speak to an existing pump station that is to be taken offline as a result of the proposed project and new sewer lines being installed in order to serve that project. There Is a new application being submitted in tandem with this modification that is for the proposed project that is producing 73,079 GPD of flow. That flow is being permitted separately as part of that permit. Zero additional flows are included with this permit application. The sewer system will be a public system owned and operated by the Town of Holly Springs once it has been accepted after construction. The work for this sewer to be replaced is expected to begin in late Winter 2024. This project has been assigned the file number SAW-2022-01030 and is known as Main Street Vista. This file number should be referenced in all correspondence concerning this project. A review of the information provided indicates that the proposed work would include the construction of six apartment buildings, two access drives (North Main Street and Holly Springs Road), drive aisles, parking, landscaping, hardscape, sidewalks, utilities and stormwater management measures. Impacts associated with this project are limited to 0.095 acre of fill to accommodate road and grading improvements within Wetland W1 (Impact W1). The project area for this determination includes the feature to be impacted and uplands immediately adjacent. The project/review area is located in the Middle Creek watershed of the Neuse River basin; in the northeastern quadrant of the intersection of North Main Street and Holly Springs Road, at Latitude 35.656625 and Longitude -78.833248; in Holly Springs, Wake County, North Carolina. We have determined that the proposed work is authorized by Nationwide Permit 29 pursuant to authorities under Section 10 of the Rivers and Harbors Act of 1899 (33 U.S.C. § 403), and/or Section 404 of the Clean Water Act (33 U.S.C. § 1344) and Section 14 of the Rivers and Harbors Act of 1899 (33 U.S.C. § 408). The proposed work must be accomplished in strict accordance with the general permit conditions, any regional conditions, the special conditions listed in this letter, the application materials, and the enclosed plans Main Street Vistas (9pp). If the extent of the project area and/or nature of the authorized impacts to waters are modified, a revised PCN must be submitted to this office for written approval before work is initiated. Any violation of permit conditions or deviation from your submitted plans may subject the permittee to enforcement action. This verification is valid until March 15, 2026, unless prior to this date the subject NWP(s) is suspended, revoked, or is modified such that the activity no longer complies with the terms and conditions of this NWP. On September 14, 2022, the USFWS published a proposal in the Federal Register to list the tricolored bat as endangered under the Endangered Species Act (ESA). The permittee understands and agrees that all work associated with the clearing and removal of trees and removal or modification of culverts must be completed prior to the effective date of the final listing in the Federal Register. Work associated with the aforementioned activities not completed by that time must cease and the permittee must contact the Corps' (insert PM contact information here) to determine if additional coordination with the United States Fish and Wildlife Service is required under Section 7 of the Endangered Species Act prior to continuing work.
