Please find attached a submittal package for the subject project located off of McIntosh
Road in west Buncombe County. The subject project generally consists of the construction of a
new pumping facility, force main and gravity sewer system to serve a portion of the proposed 228-
unit apartment complex. The public portion has been permitted through the Metropolitan Sewerage
District of Buncombe County (MSD), identified as MSD Project# 2021207. The private portion of
the proposed system includes approx. 7781f of proposed 8" DIP gravity sewer, a small pumping
station to serve a total of 8 residential units with approx. 1081f of 2" PVC force main, and a larger
pump station to serve the remaining 112 units with approx. 2221f of 4" DIP force main. The
proposed larger pump station force main will be extended to the end of a section of the gravity
system permitted by MSD. The total units served by the proposed pump station is 120, with a total
of 258 bedrooms. The proposed project is an apartment complex, all rental units, and does not
include units for sale. The total demand for the private portion of the sewer system, based on 75
gallons per day per bedroom, is 19,350 gpd. Included with the submittal is the following
information for your review:
1. One original and one copy of the completed Fast Track Application and supporting
documentation.
2. Check in the amount of $600 for the required review fee.
3. Flow Tracking/Acceptance form, as provided by MSD.
4. USGS topographic map identifying the project location.
5. Vicinity map.
6. Reduced size plan showing general location information of the proposed system.
7. Copy of information taken from the NC Secretary of State for Hall McIntosh, LLC.
8. Copy of the approved Allocation received from MSD, adjusted to indicate the revised flow
rates of 75 gpd.
9. Copy of the permit issued by MSD for the proposed public portion of sewer system.

where applicable. This analysis has been performed in accordance with local established policies and procedures using the best available

PLANNING ASSESSMENT ADDENDUM (PAA)

a. The proportion and amount of Obligated, Not Yet Tributary Daily Flow (C) accounts for
34.18 % and 3.8217 MGD of the Available Capacity (E) in Pump Station
Carrier Bridge ; and that
b. The rate of activation of this obligated, not yet tributary capacity is currently approximately
0.422 MGD per year; and that
c. A funded Capital Project that will provide the required planned capacity, namely
Carrier Bridge PS Replacement is in design or under construction with
planned completion in 2027 ; and/or
d. The following applies:
The French Broad Interceptor - Carrier Bridge PER (completed by CDM Smith in 2019)
recommended replacing the existing pump station with a new 34 MGD pump station
(expandable to 50 MGD) to accommodate future wastewater flows through 2070.
The project will add approximately 12 MGD of additional firm capacity by 2027.
This project is incorporated into MSD's 10-yr Capital Improvement Plan which provides
funding for land purchase (complete), engineering design (FY 19/20 through FY 23/24),
and construction (FY 24/25 through FY 26/27). The budget will be revised in April 2023 to
reflect the updated project schedule with completion in 2027.
Therefore:
Given reasonably expected conditions and planning information, there is sufficient justification to allow
this flow to be permitted, without a significant likelihood of over -allocating capacity in the system
infrastructure.
I understand that this does not relieve the collection system owner from complying with G.S. 143-
215.67(a) which prohibits the introduction of any waste in excess of the capacity of the waste disposal
system.

Your final approval is contingent upon compliance of the items below:
- A PUBLIC, 8-INCH GRAVITY -ONLY SEWER EXTENSION IS REQUIRED to the subject parcel. This public extension will require
multiple offsite easements. If you have questions please contact Kevin Johnson at (828)-225-8289. The existing 6" service line
from MH23-10746 to the subject property will be replaced with an 8" public sewer extension.
- As proposed, project will acquire the existing private easement(s) from IC imagine School (CDC project #11663; MSD project
#2017255). MSD wilt require a copy of the original easement agreement for approval by P&D staff prior to issuance of Sewer
Extension Permit.
- The onsite private sewer collection system including pump station and force main is to be permitted by NCDEQ.
Comments:
" Prior to the release of building permits, the Public Sewer Extension Permit must be issued, as well as the NCDEQ permit for
Private System, and Sewer Service Applications must be submitted and related fees paid.
" Prior to release of C.O.'s, MSD will require public Et private systems to be fully closed out.
The North Carolina Department of Environmental Quality (NCDEQ) requires MSD to issue this
approval based on line condition/capacity of the receiving sewer and remaining plant capacity.
This allocation approval will expire on 12/19/2024 if no construction has started.

ISSUED A WASTEWATER ALLOCATION APPROVAL FOR THIS PROJECT FOR A TOTAL OF 68,400 GPD. THE DISCHARGE OF COLLECTED DOMESTIC
WASTEWATER INTO THE METROPOLITAN SEWERAGE DISTRICT'S EXISTING SYSTEM, PURSUANT TO THE APPLICATION RECEIVED 11 /14/2022. THIS
PERMIT SHALL BE EFFECTIVE FROM THE DATE OF ISSUANCE UNTIL RESCINDED, AND SHALL BE SUBJECT TO THE FOLLOWING SPECIFIED
CONDITIONS AND LIMITATIONS.
1. THIS PERMIT SHALL BECOME VOIDABLE UNLESS THE FACILITIES ARE CONSTRUCTED IN ACCORDANCE WITH THE NON -DISCHARGE PERMIT
APPLICATION, APPROVED PLANS, SPECIFICATIONS, AND OTHER SUPPORTING DATA.
