Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* Symphony Lake (Regency Lake) is a man-made impoundment within the Town of Cary. It sits next to the Koka Booth Amphitheater off of Regency Parkway. The lake is approximately 27 acres in size and is mostly buffered by forest around most of its perimeter. The land use in the vicinity is made up of commercial and residential uses and some forested areas. The lake is approximately 0.4 mile upstream of Swift Creek. 4b. Explain the purpose of the proposed project:* The purpose of the proposed project is to dredge Symphony Lake. The lake has filled with sediment, reducing the amount of water the lake can hold. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: * Crews will access the lake from the amphitheater using an existing greenway, specifically, access will be from the west from Regency Parkway via the greenway. A temporary bridge will be installed over an existing bridge crossing along the greenway as a stream crossing for equipment, requiring some impacts to the stream. A staging, stockpiling, and dewatering area next to the lake will avoid impacting a wetland on the northern side of the lake. Since the bridge area is already in a cleared, maintained location and the stockpiling area is greater than 50 feet from the lake, no buffer impacts will occur as part of this project. Dredged material will be transported off site to the South Cary Wastewater Treatment Plant for disposal in a decommissioned sludge lagoon. Access is limited to Town of Cary property. Comments: As noted in the attached permit drawings, the stream crossing will be designed by the contractor. The crossing will occur at an existing bridge along the greenway. The current bridge cannot handle the weight of construction equipment, so a construction access bridge will be installed on top of the existing bridge. Permanent stream impacts will only consist of gabions being installed to help stabilize the stream banks. Gabions will be keyed into the stream bed, but will not extend out from it. The gabions will remain after the project is completed. Temporary impacts will not require dewatering the stream, but may cause some turbidity. The crossing will be constructed in accordance with NCDOT requirements for temporary stream crossings. Upon completion of construction, the contractor shall remove the stream crossing and restore disturbed areas, where required. 4. The crossing will be designed to minimize jurisdictional impacts by avoiding features wherever possible. There will be impacts to a UT to Swift Creek, but riparian buffer and wetland impacts have been avoided. Impacted areas will be restored to pre -construction conditions once construction is complete. Access is limited to Town of Cary property, which is why the stream impacts are unavoidable. 1 b. A turbidity curtain will be installed downstream of dredging activities. Impacts will be minimized by strict enforcement of Best Management Practices for the protection of surface waters, restrictions against the staging of equipment in or adjacent to waters of the US and coordination with appropriate environmental staff. 2. Habitat is present for tricolored bat, this species will be addressed for the project once the species is officially listed and its effective date has been established. As noted in the engineer's report that follows, there was substantial bank erosion that took place in two heavy rain events before the end of the year. Following submittal is our suggestion for protecting the abutments of the greenway trial bridge that is along our access road for the dredging operation. It is our opinion that leaving the gabions along the creek bank would be of lasting benefit to the town. Little Environments is working with HG Reynolds in the process of consulting on the temporary crossing across the top of the existing greenway bridge that would bear atop the existing abutments and associated concrete pads. Little Environments had a site meeting this morning with HG Reynolds at the location. In the last two weeks we have had two intense rain events that are likely in and around the 2 year storm event. I, Joseph Little PE, visited the sites on the 4tn, 6tn, 14t", and 22"d. Between the 6t" and the 4t" there was the first storm event. Between the 14t" and the 22" d there was the second event. From retrieved stream gauge data as well as observing wash lines on the bank of the stream one can see that the water level rose about 2' in additional depth in each event. During this time there has been significant bank loss under the bridge. Water reached the greenway bridge abutments. The following was observed: 1) Erosion of the soil adjacent the abutments by 1-2 horizontally on both sides. This creates significant concern of destabilizing the greenway abutments regardless of future traffic. 2) Significant cracking of the bearing beam on the western side of the greenway, enough to be a structural concern. It appears this has been attempted to be repaired in the past with grout. 3) Further the ductile iron sanitary sewer line just downstream from this location has deflected at the retainer ring by more than 1" creating the risk of sewage release into the creek. The stanchions on either side of the creek, supporting the sanitary sewer crossing all seem to be undermined or eroded around. It is my opinion that point No 3 above needs to be addressed immediately due to the potential consequences of sewage release. Little Environments PLLC Engineers & Environmental Consultants 22 Dec 2023 It is my opinion that the abutments of the greenway bridge need to be protected from scour immediately as not to add insult to injury of the compromised concrete abutment. Given that the abutments I already significantly cracked, it is likely to crack further in the state it is already in and when used as the bearing pad for the future temporary bridge to be placed atop. This considered, it is not unsafe to use as the bearing pad given the following: (A) the soil surrounding the abutment is protected from scour by secured means such as gabion mattresses (Rip -wrap alone is insufficient) and (B) plans are made ahead of time to replace or significantly repair the concrete abutments after use as the bearing pad for the temporary bridge.
