Hey Melonie,
We talked about the Brock site today, and I did notice that I forgot to ask for additional information and I apologize. Here
is what I need:
• the asset table needs to include how many Nitrogen Nutrient Offset pounds DMS will acquire from 50-
100'. Currently, the table does not specify nutrient offsets in pounds. The Figure 2 indicates that it's about 1.97
acres which would be 4,477.85 lbs — N.
• indicate what measurement the buffer units are in (square feet?)
• For Total Mitigation Units, please split out Buffer (square feet) from Nutrient (pounds)
• Add 15A NCAC 02B .0240 (Nutrient Offset Payments) to the Applicable Rule row on the memo of the report since
nutrient offset is being sought as well.
After you revise the asset table & closeout memo, please submit via .pdf.

Vegetation Data Summary
Stem counts were conducted within four strategically placed 10 -meter by 10 -meter plots. The plots
were located based on a representative sample of the entire area of disturbance. They are scattered
throughout the Project Site in order to cover the majority of the habitat variations. Vegetation Plots #1,
#2 and #4 are related to stream and buffer mitigation credit and occur within the 50 -foot buffer of the
channel. Vegetation Plot #3 is outside of the 50 -foot zone and falls under either buffer mitigation credit
or Nutrient Offset Nitrogen Reduction credit.
A total of two supplemental plantings were conducted at the Brock site. In March 2013, an additional
840 containerized hardwood trees were installed due to low vigor. In March 2014, an additional 50
bareroot hardwood trees were installed due to a minor landowner encroachment.
The chart below provides a summary of the vegetation counts within plots as of March 2014. All
vegetation plots met the success criteria required for buffer mitigation or Nutrient Offset Nitrogen
credit, as well as the success criteria for stream mitigation credit.

Stream Restoration Site
The Brock closeout site visit was completed with the Interagency Review Team (IRT) on May 1,
2014. The IRT considered a total of 1,233 SMUs for closure during the site visit. The IRT
commented that the site could be closed upon the completion of the following conditions:
1) Send landowner on stream left notice of violation to address altered drainage from
agricultural field where preferential flow has been established through minor grading
into easement.
2) Supplemental plant on approximately 0.01 acre in area adjacent to cemetery.
Resolution:
1) Sent letters to landowners
2) Submitted verification of supplemental plant to DWR; 0.01 ac and 4 trees.
Recommendation:
Based upon the information above, EEP recommends the IRT consider the site closed generating
1,233 Stream Mitigation Units. A debit ledger is attached to this request.
