This should always be provided in an as-built report where the bank is set up adjacent to a DMS project.A sentence was added to Section 1.1 stating “All planting and construction activities were completed within the adjacent DMS project and have been explained in detail within the DMS Carraway Bluff (2014-0820 V5) As-Built Report submitted in July 2023. DMS Carraway Bluff (2014-0820 V5) easement was closed and secured on March 15th, 2023.” 2.As a general comment, this should be worded "riparian restoration" for buffer mitigation and or nutrient offset. The term "buffer" should only be used to describe restoration within the "Zone 1 and Zone 2 of the Neuse buffer which is only the first 50'. The wording has been changed from “riparian buffer restoration” to “riparian restoration.” 3.What was the purpose for needing supplementing planting, additional easement signage, livestaking, etc which are described in this paragraph?The maintenance items were completed based on As-built site visit comments. The purpose of supplemental planting/livestaking was due to low stem density. The purpose of the additional easement signage was due to the lack of signage on the previous road area. These details have been added into Section 1.6 of the monitoring report. 4.The AsBuilt report always needs to reference the DWR site visit for the Task 2 credit release where DWR provides an onsite inspection to confirm site is compliance with the approved Plan. The Report needs to also indicate what was done as a result of that DWR site inspection. What was the result of the as-built inspection performed by DWR and include any and all correspondence related to that site visit in your response. Task 2 site visit date was added in Section 1.5, maintenance items completed because of site visit comments were added to Section 1.6, and the site visit comments and maintenance plan was added to Appendix E. 5.While "Subject vs Non-Subject" is correct and luckily works for this specific project, it should say "Stream-Subject" and "Stream-Non-Subject" since you do have ditches too. Keep this in mind for future surveys.This will be implemented in future surveys. 6.Since there isn't a bolded title here for "Nutrient Offset Credit" like there is above for "Riparian Buffer Credit", the survey should have split these up to "Nutrient Offset Credit". Moving Riparian Preservation up to Riparian Buffer Credit. This will be implemented in future surveys. 7.While just saying "Nutrient Offset" luckily works for this specific project and I understand what is being referred to, this would not suffice for other projects or if reviewed by others in DWR. It should say "Riparian Restoration" instead 2 of "Nutrient Offset", or "Riparian Enhancement", etc. When dividing the table up by RBC at the top (like it is currently shown) and then by dividing the rest into "Nutrient Offset Credit" (which is not shown but is a comment I have made on this survey above", we would know that all these "Riparian Restoration" areas are devoted to Nutrient Offset Credit. Just saying "Nutrient Offset" can lead to missing important and relevant information needed to compare with the corresponding Project Credit Table and Credit Map. For future, make sure that the mitigation activity "Restoration, Enhancement, Cattle Excl, or Preservation" is how the survey depicts your credit areas. This will be implemented in future surveys. 8.This needs to be explained in the Text of your As-built report.... some of this is for non-diffused flow but the rest? Explain where the 17,959 is and why it's a “no credit" area. A sentence was added to the report in Section 1.3 stating “This project has 17,959 ft2 of no credit area which is derived of 4,350 ft2 of diffuse flow area off of BH4, 1,067 ft2 of area which is less than 20 feet wide off of Carraway Creek, and 12,542 ft2 of area off of Carraway Creek, BH1, BH3, and D4, which exceeds 200 feet of buffer width.” 9.I will accept this survey this time. But make sure future surveys have a little more information - see comments. The comments received on Figure 3 will be implemented in future surveys. 10.Mitigation activity is missing from the map. Revise the figure to tell me what the mitigation activity is for each color (Riparian restoration? Riparian Enhancement?, etc). Make sure to keep the "Riparian" in the naming of the activity.The project credit table has a column titled "Mitigation Activity". This needs to match with this Figure in all As-built Reports. It should say on the legend: Riparian Restoration for RBC orRiparian Restoration for NOC or Riparian Preservation for RBC, etc.... You can also get creative on how you display this in the legend. it could just say Riparian Buffer Credit and then all the colors representing RBC or then listed as “Riparian Restoration..." or "Riparian Preservation" and then you wouldn't need to say ...."for RBC" or "for NOC". But as the legend is currently depicting your credit areas, my first comment is based on the current layout you have. Figure 3’s legend has been updated to reflect the example format provided above. 11.Credit table is accurate. Just keep in mind the comments made on Figure 3 and on the signed Survey to make sure your future as-built reports are done correctly. The comments made on Figure 3 and on the signed survey will be implemented in future as-built reports. 12.Which culvert is this? Isn't it along one of the streams? if so, this culvert appears to be perched in elevation, thus hindering the flow of the stream and impacting aquatic life passage. this culvert needs to be inspected for compliance and confirmation provided to DWR. It is suggested that the provider contact the Washington Regional Office to have an inspection of the culvert installation for compliance. If deemed to be not in compliance, this culvert will have to be fixed. This is the culvert on BH3, additional photos of the culvert have been included in Appendix C to show that the culvert is not perched in elevation, there was just a pile of rocks in front of the culvert. RES had our survey team do a survey after as-built and it was not found to be perched. RES can preform additional an additional survey if requested. RES will continue to monitor the culvert and take pictures while monitoring. Do not hesitate to reach out with any question or comments. This Project is designed to provide riparian restoration credits and/or nutrient offsets for unavoidable impacts due to development within the Neuse River Basin, United States Geological Survey (USGS) 8-digit Cataloguing Unit 03020201 (Neuse 01), excluding Falls Lake Watershed (Figure 1). This Buffer and Nutrient Offset Mitigation Plan is in accordance with the Consolidated Buffer Mitigation Rule 15A NCAC 02B .0295 and Nutrient Offset Credit Trading Rule 15A NCAC 02B .0703. The Project is being codeveloped with the Carraway Bluff Buffer Mitigation Project (DWR #2014-0820 V5) that is contracted with the NC Division of Mitigation Services (DMS). All planting and construction activities were completed within the adjacent DMS project and have been explained in detail within the DMS Carraway Bluff (2014-0820 V5) As-Built Report submitted in July 2023. DMS Carraway Bluff (2014-0820 V5) easement was closed and secured on March 15th, 2023. The Carraway Bluff Phase II Project is within the Neuse River Basin within the 8-digit HUC 03020201, 14-digit HUC 03020201170060 and DWR Sub-basin Number 03-04-12. The Project is in Wayne County, approximately five miles south of downtown Goldsboro, off Highway 117. To access the Project from Goldsboro, head South on US 70 Business and merge onto US-177 South for approximately 4.5 miles. Then turn left onto Old Mt Olive Highway and drive approximately 1.2 miles. Then turn left onto Genoa Road, for about a half a mile, then turn left onto Robert Avenue (Figure 1). The coordinates are 35.3280007, -78.010718. The Carraway Bluff Phase II project consists of a conservation easement that will total approximately 34.01 acres and is being collocated with the Carraway Bluff Buffer Mitigation Project (DMS Project #: 100186, DWR #: 2014-0820 V5). Carraway Bluff Phase II extends the riparian area of the DMS Project along the Neuse River, Carraway Creek, BH1, BH2, BH4 and adds an additional unnamed stream (BH3). It also includes additional nutrient area of D4 and additional ditch features (D3, D5, and D6) that drain to Carraway Creek. Carraway Creek is a USGS-named stream that drains to the Neuse River onsite. Much of the Project area has been used extensively for agricultural purposes for at least 70 years. Water quality stressors currently affecting the Project included heavily manipulated/relocated and maintained stream channels, nutrient loadings from active crop production, and lack of forested riparian buffers. Carraway Bluff Phase II 2 As-Built Baseline Monitoring Report Mitigation Project January 2024 1.2 Monitoring Protocol and Project Success Criteria Annual vegetation monitoring and visual assessments will be conducted. Vegetation will be surveyed at established vegetation plots across the site that are representative of the riparian restoration areas (Figures 2 & 3). Data will be presented each year in annual monitoring reports, including a Current Conditions Plan View map (Figure 3). Photos are taken at all vegetation plot origins during each monitoring year. Visual inspections and photos are taken to ensure that restoration and preservation areas are being maintained and compliant. These monitoring activities will continue to be done for each monitoring year. The measures of vegetative success for the Project will be the survival of at least four native hardwood tree species, where no one species is greater than 50 percent of the stems, established at a density of at least 260 planted trees per acre at the end of Year 5. Native volunteer species may be included to meet the performance standards as determined by NC Division of Water Resources. Invasive and noxious species will be monitored and treated so that none become dominant or alter the desired community structure of the site. A visual assessment of the conservation easement will also be performed each year to confirm: • Easement markers are in good condition throughout the site; • No encroachment has occurred; • No invasive species in areas where invasive species were treated, • Diffuse flow is being maintained in the conservation easement areas; and • There has not been any cutting, clearing, filling, grading, or similar activities that would negatively affect the functioning of the buffer. Component/ Feature Monitoring Maintenance through project close-out Vegetation Annual vegetation monitoring Vegetation shall be maintained to ensure the health and vigor of the targeted plant community. Routine vegetation maintenance and repair activities may include supplemental planting, pruning, mulching, and fertilizing. Exotic invasive plant species shall be treated by mechanical and/or chemical methods. Any vegetation requiring herbicide application will be performed in accordance with NC Department of Agriculture (NCDA) rules and regulations. Vegetation maintenance activities will be documented and reported in annual monitoring reports. Vegetation maintenance will continue through the monitoring period. Invasive and Nuisance Vegetation Visual Assessment Invasive and noxious species will be monitored and treated so that none become dominant or alter the desired community structure of the Project. Locations of invasive and nuisance vegetation will be mapped and reported. Project Boundary Visual Assessment Project boundaries shall be identified in the field to ensure a clear distinction between the mitigation project and adjacent properties. Boundaries are marked with signs identifying the property as a mitigation project and will include the name of the long-term steward and a contact number. Boundaries may be identified by fence, marker, bollard, post, tree-blazing, or other means as allowed Carraway Bluff Phase II 3 As-Built Baseline Monitoring Report Mitigation Project January 2024 Component/ Feature Monitoring Maintenance through project close-out by Project conditions and/or conservation easement. Boundary markers disturbed, damaged, or destroyed will be repaired and/or replaced on an as- needed basis. Easement monitoring and staking/ signage maintenance will continue in perpetuity as a stewardship activity. 1.3 Project Components This Project generates up to 264,950.939 riparian mitigation credits and 943,416 ft2 (49,288.708 lbs. of Nitrogen) nutrient offset credits within a 34.01-acre conservation easement as depicted in Figure 3. These are derived from riparian restoration, and preservation. This project has 17,959 ft2 of no credit area which is derived of 4,350 ft2 of diffuse flow area off of BH4, 1,067 ft2 of area which is less than 20 feet wide off of Carraway Creek, and 12,542 ft2 of area off of Carraway Creek, BH1, BH3, and D4, which exceeds 200 feet of buffer width. The credits generated will service the Neuse 01 watershed, excluding the Falls Lake Watershed. Also, some of these proposed buffer mitigation credits, where viable, can be converted to nutrient offset credit in accordance with the Nutrient Offset Credit Trading Rule, 15A NCAC 02B .0703. In accordance with the UMBI, any credit conversions must be calculated using the guidance provided in the Clarified Procedures for Calculating Buffer Mitigation Credits and Nutrient Offset Credits letter issued by the DWR. The total potential buffer mitigation and nutrient offset credits that the Carraway Bluff Phase II Mitigation Project will generate were calculated using the DWR “Project Credit Table Template (Updated May 2023)” and are presented in Appendix A. 1.4 Riparian Mitigation Approach The Project will provide riparian buffer mitigation and nutrient offset through riparian restoration and preservation activities as defined and described in the Consolidated Buffer Mitigation Rules 15A NCAC 02B .0295 (n), 15A NCAC 02B .0295 (o)(3) (o)(4) and (o)(5). Nutrient offset credits generated from riparian restoration activities will comply with the Nutrient Offset Credit Trading Rule 15A NCAC 02B .0703 and the UMBI. Restoration and nutrient offset activities included the planting of bare root trees. These restoration activities were carried out from tops of the stream banks or began outside the DMS project Conservation Easement (~100 feet from Top of Bank of the stream channels) and extend outward to a maximum of 200 feet perpendicular to the stream channel. Restoration occurred where cropland was currently present and in the non-forested area. All reaches within the Project include riparian restoration and/or nutrient offset (Figure 3). Restoration and Preservation activities also include the permanent protection of the riparian buffer and adjacent riparian areas from cutting, clearing, filling, grading, and similar activities that would affect the functioning of the buffer through a conservation easement that have clearly visible Carraway Bluff Phase II 4 As-Built Baseline Monitoring Report Mitigation Project January 2024 easement markers and signs. Preservation areas are also being treated to control invasive species. No more than 25 percent of the total area of buffer mitigation was used for preservation credit pursuant to 15A NCAC 0295 (o)(5). Furthermore, Buffer preservation only generated buffer mitigation credit and is not transferrable into nutrient offset credits. 1.5 Construction and As-Built Conditions The initial planting of bare root trees occurred on March 15th, 2023. All riparian restoration areas are planted with bare root tree seedlings on a nine by six-foot spacing to achieve an initial density of approximately 800 trees per acre. Planted areas were ripped and seeded with an herbaceous seed mix to provide rapid herbaceous cover and promote immediate buffer effectiveness as well as habitat for pollinators and other wildlife. The seed blend contains both temporary and permanent seed and includes taproot species. The seed was sown utilizing a broadcast distribution. Planting occurred in all areas proposed for riparian restoration and meets the performance standards outlined in the Rule 15A NCAC 02B .0295. This includes treating invasive species and planting of at least four species of native hardwood bare root trees. Mixed-Mesic Hardwood Forest (Coastal Plain subtype) (Schafale 2012) is the target community type and was used for all areas within the Project. This tree community composition is highly diverse and is suitable given the Project’s soil and landscape characteristics and will provide water quality and ecological benefits. There were no changes to the planting plan of bare root species and the planting area. However, densities of species changed slightly due to availability of some oak species. A list of the planted species can be found in Appendix B. The site was constructed in accordance with the Approved Bank Parcel Development Package. Invasives were treated on March 1st, 2023, construction was completed on March 3rd, 2023, seeding was completed on March 3rd, 2023, planting/livestaking was completed on March 15th, 2023, and sign installation along the entire easement was finished on April 14th, 2023. Other activities involved with the Project include minor bank stabilization efforts, where culverts were removed. D6 was livestaked and seeded with wetland species to encourage the development of a linear wetland. As part of the Restoration activities, five culverts were removed from the Project Area and four culverts were installed outside the easement to allow for access throughout. It was determined that the most stable approach for the crossing outside the easement at BH2 was a culvert instead of the timber mat bridge. Seeding and livestaking occurred in the locations where the existing culverts are removed. Any debris or deer stands on site were removed, with the exception of one stand that currently has a nesting pair of barn owls. Additionally, all planting and construction activities were completed within the adjacent DMS project and have been explained in detail within the DMS Carraway Bluff (2014-0820 V5) As-Built Report submitted in July 2023. DWR confirmed that these activities were completed during a site Carraway Bluff Phase II 5 As-Built Baseline Monitoring Report Mitigation Project January 2024 visit on May 16, 2023, and provided documentation of its completion in the Task 2 Credit Release. DMS Carraway Bluff (2014-0820 V5) easement was closed and secured on March 15th, 2023. There were no easement changes of the Carraway Bluff Phase II Bank Easement between the submittal of the BPDP Approval and the construction of the site. The conservation easement is marked every 50-100 feet with t-posts and signage (Appendix C). No livestock are present onsite; therefore, fencing was not installed. 1.6 Baseline Monitoring Performance The Carraway Bluff Phase II As-built monitoring activities were completed in March 2023. All as- built monitoring data is presented below and in the appendices. The Project is on track to meeting interim success criteria. RES installed 27 permanent vegetation plots on site. Monitoring of the 27 permanent vegetation plots was completed in March 2023. Vegetation data tables are in Appendix B and associated photos are in Appendix C. Monitoring Year 0 (MY0) monitoring data indicate that all plots are exceeding the interim success criteria of 320 planted stems per acre. Planted stem densities ranged from 607 to 931 planted stems per acre with a mean of 787 planted stems per acre across all plots. A total of 10 species were documented within the plots. Volunteer species were not noted at baseline monitoring but are expected to establish in upcoming years. The average tree height observed was 1.2 feet. Herbaceous vegetation will be monitored as it becomes established throughout the Project. There was no encroachment observed or similar activities that would negatively affect the functioning of the buffer. Additionally, initial invasive species treatment was administered in March 2023. Based on the DWR Task 2 Site Visit comments (Appendix E) several maintenance items were completed including supplemental planting along the top of bank of BH1, BH2, and on the previous road entrance area near BH3 was completed on May 30th and June 22nd due to those areas having low stem density. Additional livestaking inside and along D5 and D6 was completed on June 22nd due to low stem density. To maintain diffuse flow throughout the conservation easement three engineered sediment packs (ESP) were installed on the erosional features on BH2, BH3, and Carraway Creek. Coir mat logs and additional planting will also be implemented around the erosional features to promote diffuse flow. The engineered sediment packs were completed on June 15th and 23rd. Annual photos of the ESP installations and surrounding areas will be included in annual monitoring reports. If the ESP’s become unstable or down cutting is observed, maintenance to the ESP’s will occur. The ESP’s and surrounding areas will be monitored to see if seeding is becoming established and will reseed if necessary. Additional easement signage was added around the old road on May 30th due to a lack of signage blocking the previous road. Associated photos of these maintenance items are included in Appendix C and the DWR site visit comments are included in Appendix E. Carraway Bluff Phase II 6 As-Built Baseline Monitoring Report Mitigation Project January 2024 2 Methods Annual vegetation monitoring and visual assessments will be conducted. Riparian buffer vegetation monitoring is based on the “Carolina Vegetation Survey-Ecosystem Enhancement Program Protocol for Recording Vegetation: Level 1-2 Plot Sampling Only Version 4.2” (Lee et al., 2006). Monitoring plots were installed a minimum of 100 meters squared in size and cover at least two percent of the planted mitigation area. These plots were randomly placed throughout the planted riparian buffer mitigation area (32.59 acres) and are representative of the riparian restoration conditions. The following data is recorded for all trees in the plots: species, height, planting date (or volunteer), and grid location. All stems in plots are flagged with flagging tape. In the field, the four corners of each plot were permanently marked with PVC at the origin and metal conduit at the other corners. There are 27 fixed vegetation monitoring plots (Figure 3). Appendix E Site Visit Memo Memorandum res.us To: NCDWR - Katie Merritt From: Hannah Gadai, RES Jamey McEachran, RES Subject: Carraway Bluff Phase II As-Built Comment Response Memo Date: 7/5/2023 CC: N/A 1.Install sediment trap structures and prevent non-diffused flow in erosional areas off of BH2, BH3, and Carraway Creek. The larger erosional areas will have ESPs installed to prevent further scours from forming. The ESP’s will include a combination of wooden sticks, coir logs, and haybales. The ESP will be live staked as well. Coir logs will also be secured outside of the ESP areas on the diffuse flow paths seen leading up to the erosional areas. The coir logs and surrounding area will be live staked. These steps will also cut back on the amount of sediment going into the streams. This was completed on June 15th and 23rd. DWR needs EBX to take annual photos of these areas of erosion and ESP installations and include them in the annual monitoring reports to show how they are functioning to control sediment in the streams. If they become unstable or down cutting is observed, EBX will need to maintain the ESPs. EBX needs to establish seeding in these areas if the seeding doesn't become established. Add this information to the AsBuilt Report & note to add in Mon. Reports. 2.Low stem density seen on TOB of BH1, BH2, and near BH3. The top of bank of BH1, BH2, and the sandy area near BH3 will be planted with bare roots from the planting plan. This was completed May 30th, and June 22nd. Seeding appears to be establishing satisfactory in this sandy area along BH3, which is good. The replanting within the sandy area near BH3 cannot be seen in the supporting photos. Include updated photos of this area in the As-Built Report showing the planted stems with bright flagging. 3.Livestake the inside of D5 and D6.Livestakes will be placed along the left and right banks of D5 and the left bank of D6. Livestakes from the planting plan will be used. This was completed on June 22nd. This effort cannot be confirmed in the supporting photos. Include updated photos of these areas in the As-Built Report showing the planted stems with bright flagging. 4.More easement markers on the previous road area.Additional t-posts with the attached RES conservation easement signage have been placed on the old road to further block the area. This was completed May 30th. 5.The deer stand that was used by Barn Owls to nest this year will be left in place to allow it to be continued to be used as nesting areas.
