I am writing on behalf of East Carolina Council, Inc. CEO G. Dwayne Jones regarding the letter
sent to us on January 5, 2023 concerning the returned 2024 permit renewal application for
Camp Boddie (WQ0011655). I called Ms. Parente on December 15, 2023 to discuss an additional
information request letter. On December 19, 2023, 1 submitted all the requested forms including
re -submitting an ORC designation letter authorizing Benjamin Davis as ORC and Louis Delozier
as back up ORC for Camp Boddie. Wayne Black has been removed as an additional backup ORC.
A form was also sent to formally designate East Carolina Council CEO G. Dwayne Graham as a
signature authority. Finally, the permit renewal application was re -submitted December 19,
2023 via the laserfische download email address noted on the letter from NCDENR. Apparently,
this email did not hit the desk of Ms. Parente. In addition to a response email sent to your office
on January 8, 2024, 1 am sending this hard copy letter via certified mail which includes a hard
copy of the re -submitted 2024 permit renewal document.
Regarding the two items pertaining to submitting updated site plans and engineering
certifications for the Sea Base and Eco Lodge STEP system additions, I have asked our engineer
John Thomas of Thomas Engineering, PA, who we hired in December 2022, to respond directly
to you via certified mail regarding these two items, as we contracted with his company to certify
the two wastewater systems and to supply an updated site plan, and therefore we do not have
direct control over their completion.
I apologize for any miscommunication on my behalf and hope to resolve all immediate and
future issues pertaining to the incomplete permit renewal application. If we are unable to get a
prompt answer from our engineer this week, we may need to request additional time to
contract with another engineer to complete these two tasks.
