Roberto, As a follow up to our previous correspondences, the truck was removed from the stormwater retention pond located at the Old Brick Landfill on Sunday January 7. The truck was removed with the assistance of divers and a local salvage company. Pumping of the pond was not required in support of the recovery. A small area disturbed by the recovery effort was seeded and strawed over. Further all the trash that surfaced was collected. No visible sheen was observed on the pond but the oil booms were left in place as a precaution. Let me know if you have any questions or follow up requests. Mr. Mibroda, This Office has received your request to pump down a stormwater basin (Outfall #019) with a submerged truck in it and have no objections, provided that no water quality standards are contravened and the noted BMPs are used. Please document activities of the pump down and note time, date, quantity of water discharged, and BMPs used. Please also note if routine maintenance is performed on the stormwater basin as part of the pump down. Roberto, The following summary and verification of understanding is submitted following our phone conversation at 08:49 on Friday January 5, 2024. On the morning of January 1, 2024 (New Year's Day Holiday) our Badin, NC site manager Randall Bush was contacted by local authorities about an accident on Alcoa property from the nighttime of December 31, 2023. It was reported that a pickup truck entered Alcoa property in the wooded area between Pine St. and Badin Lake, was driven off road, and into the Old Brick Landfill stormwater retention pond. Upon arrival we've found the truck to be completely submerged. Although an oily sheen was not observed initially oil absorbing booms were placed on the pond as a precautionary measure. A sheen has since been observed on the pond surface. The overflow of the stormwater pond is regulated as Outfall 019 under Permit NC0004308. The business park is coordinating with the Badin police department and Morrow Mountain State Park to complete the incident investigation and we are supporting contracted personnel to remove the vehicle from the pond asap. Badin Business Park understands the use of an emergency discharge, per North Carolina Administrative Code T15A 2H .0106(f), to pump down the pond would be appropriate in this case and is authorized by DEQ following concurrence to this email notification. BBP will employ Best Management Practices (BMPs) in pumping the pond water to manage the discharge of turbid or oil -impacted water. At a minimum, oil absorbing materials will continue to be employed and filter bags, straw bales, or similar will be used on the discharge.
