Project Information The City of Winston-Salem (City) has identified this site as experiencing severe streambank erosion and jeopardizing City- owned underground utilities. The City plans relocate the sanitary sewer and implement stabilization measures that would protect the stream, improve aquatic habitats, and improve water quality downstream. The proposed streambank stabilization practices will utilize natural channel design techniques, and will include boulder vanes, floodplain benching, bank sloping, vegetated geolifts, live stake planting, and minor channel realignment. The City has contracted with Highfill Engineering for this project. Highfill is designing the utility portion and Jewell is designing the stream stabilization portion. 2a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The Monarcus Creek Project Site (the Project Site) is located immediately downstream stream of a triple box culvert flowing under North Point Blvd. Monarcus Creek flows generally east to west on the Project Site. The drainage area measures approximately 1.1 square miles and is highly impervious, with a large percentage of commercial land use. On stream left, the area between the streambank and North Point Blvd is vegetated with native grass, shrubs and some mature hardwood trees. A small wetland is present and will not be impacted during construction. On stream right, the streambank is experiencing severe erosion which has exposed the foundation of an existing sanitary sewer manhole and is causing ground subsidence on the terrace. A majority of the right stream bank is vegetated with hardwood trees. 3b. List the total estimated acreage of all existing wetlands on the property: 0.1 acres 3c. Explain the purpose of the proposed project: This project is proposed to address severe bank erosion and mass wasting on the right bank of Monarcas Creek that is threatening subsurface utilities(sanitary sewer), developed areas, and contributing substantial sediment loads to the watershed Through the use of natural channel concepts, the streambank will be stabilized to halt the erosion. 3e. Describe the overall project in detail, including the type of equipment to be used: i. Prior to the start of soil or sediment disturbing work, erosion control measures will be installed (Sheet 2.0). These will be temporary structures, and are to be removed after the project is complete. Clearing and debris removal will be conducted as needed to execute the goals of the project, however great care will be exercised not to disturb the stream or to unnecessarily damage existing vegetation. All debris generated through this work will be removed from the site. iii. The right streambank slope will be cleared of vegetation to allow access to the work area. The angle of the slope will be reduced to decrease the erodability. A vegetated geolift will be installed and other areas with exposed soil will be planted with an herbaceous seed mix to stabilize the soil after the work is complete (Sheet 4.0). iv. Three rock vanes will be installed spanning from the thalweg to tie into the right bank above 3/< bankful stage height in the curve (Sheet 3.0 and Detail 2/6.0). The rock vanes will be installed at an ascending angle from stream bed to bank at an 8% slope at a 20-30 degree angle to the thalweg, such that the energy of high flow events will be turned away from the bank toward the stream center and dissipated, reducing the erosive force exerted against the bank. Rock structures will be installed using track hoes and hand labor. The toe of slope space behind the rock vanes will be filled with vegetated geolifts (Detail 3/6.0). The area around the installed structures will be planted with live stake plantings � native woody species (Sheet 4.0 and Detail 1/6.0).
