Subject: Villages at Reedy Fork Subdivision — Permit modification request

Dear David:
On behalf of AF -Reedy Fork LLC (owners of this project) we would like to request a
modification to the above reference permit for two separate temporary stream impacts
and one wetland impact due to the proposed installation of a public sanitary sewer outfall.
Temporary Impacts:
To install the sanitary sewer outfall a temporary stream impact of 40 LF per stream
crossing will occur. All portions of the outfall are to be placed permanently below grade
with no permanent impact on the stream. Construction of these temporary stream
impacts are to be constructed per City of Greensboro standard detail number 213
(attached to this letter). Once the sanitary sewer line is installed, rip rap is to be
depressed into stream bed until the top of rip rap is level with stream bottom
(construction sequence and detail provided). Also, 911 SF of wetlands is to be impacted.
This impact will convert existing forested wetlands to herbaceous wetlands. 566 SF of the
911 SF was previously approved as part of the original permit (site #10) location.
Factors Preventinlz Implementation of Practical Alternatives;
Waste water generated from this project is required by the city ordinance to tie into a
public sanitary sewer system, eliminating on -site treatment as a practical alternative for
future development. Due to the topography of this project, this outfall is needed to
provide sanitary sewer to multiple future phases of The Villages of Reedy Fork Ranch
that at this time have no connection point to public sanitary sewer. The use of a public
pump station and force main are highly discouraged by the city when gravity sewer is
available. The only other alternative to not cross the streams at these two locations would

be to run the outfall on the western side of the stream (tributary to Reedy Fork creek)
which would in turn require multiple stream crossings of a much larger stream.
Itemized Stream/Wetland Impacts:
- Temporary Stream Impacts = 80 LF
- Wetland Impact= 911 SF (Impact will convert forested wetlands to
herbaceous wetlands)
o 566 SF of the 911 SF was previously approved on the original permit
under the site #10 impact area.

Dear Mr. Bryant:
Pilot Environmental, Inc. (PEI) is pleased to submit this summary letter of the stream /wetland
delineation for two drainage swales located within The Villages of Reedy Fork development
located at 4700 Turner Smith Road in Greensboro, Guilford County, North Carolina.
PEI visited the site on May 15, 2015. We were accompanied by Mr. Lee Bryant with Evans
Engineering during our site visit. The purpose of the visit was to evaluate two drainage swales on
the site for the presence of jurisdictional areas. Drawing 1 shows the locations of the drainage
swales that were evaluated.
Intermittent streams and wetlands were observed in each of the swales. We flagged the centerlines
of the streams and the perimeters of the wetlands with blue and white striped surveyor flagging.
Evans Engineering surveyed our flags immediately following our site visit. The Wetland and Stream
Location Map that was prepared by Evans Engineering is included as an attachment.
We were not contracted to have our delineation verified by the U.S. Army Corps of Engineers or
the N.C. Department of Environment and Natural Resources — Division of Water Resources. We
recommend that the delineation be verified. Our delineation is subject to change during agency
verifications.
