FACILITY SUMMARY
South Elementary WTP operates a greensand water treatment plant with an estimated wastewater discharge
of 0.0034 MGD (based on the maximum, monthly average over the past three years). The treatment process
for raw well water consists of disinfection using sodium hypochlorite and the removal of manganese and
iron using potassium permanganate. Backwash water from the greensand filter is dechlorinated then
discharged to the receiving stream.
The existing treatment components at the water treatment plant are the following:
• Potassium permanganate tank
• Chlorine -contact chamber/chlorinator
• Green -sand filter
• Dechlorinator
• Drain line to outfall
Chemical usage consists of:
• Sodium hypochlorite
• Potassium permanganate
• Sodium bisulfate

RENEWAL SUMMARY
The facility has requested to transfer coverage to the NCG590000 General Permit. Based on the general
permit's requirements, they are eligible for coverage and will be switching over. The new permit number is
NCG590043. The individual permit will be rescinded.
COMPLIANCE HISTORY
South Elementary School WTP has no enforcements on record since the permit was originally issued in
2000. The most recent inspection (January 2023) showed the facility to be in compliance, but noted some
corrosion at the base of the greensand filter tank that should be monitored.
NCG59 GENERAL PERMIT ELIGIBILITY
• No toxicity testing in permit — eligible
• No metal limits in permit — eligible
• Conclusion: Eligible for NCG59 General Permit.
WHOLE EFFLUENT TOXICITY (WET) TESTING
In accordance with current strategies designating this facility as a greensand water treatment plant, WET
testing is not required in this permit.
REASONABLE POTENTIAL ANALYSIS
A reasonable potential analysis (RPA) was not performed as this facility does not monitor for any of the
specific pollutants.

Caswell County
On August 1, 2014, the Division of Water Resources (DWR) issued General Permit NPDES NCG590000 for
wastewaters from Greensand and Conventional type water treatment plants. This permit was developed to
expedite the issuance and reissuance of these types of permits.
The Caswell County Board of Education's existing Individual NPDES permit for its Water Treatment Plant
(WTP) at the South Elementary School is up for renewal and qualifies for coverage under NCG590000. The
annual permit fee for the general permit is $100 verses $1,150 for an Individual permit and monitoring is less
frequent than that listed in NC0086983.
Similar to Individual NPDES permits, General Permits expire every five years but all permittees with coverage
under this general permit do not have to submit a renewal application. The General Permit is reissued every five
years and all Permittees covered under it will receive a new Certificate of Coverage automatically if all permit
annual fees have been paid.
To switch to the General permit, the Caswell County Board of Education (BOE) will need to make a written
request to DWR. Please note, the issuance of the General Permit would require the rescission of your individual
permit. The Division suggests that you review the attached file containing the General Permit and decide whether
you would like the Division to renew the individual permit or proceed with issuance of a Certificate of Coverage
for the WTP. Note that the South Elementary School WTP operates a greensand water treatment system that
discharges to freshwater, so the facility would be subject to the limitations listed on page 4 (B. (1) Greensand
WTP Effluent Limitations and Monitoring Requirements — Discharging to Freshwater) in the attached
General permit.
To request that the Division proceed with issuing the General Permit instead of renewing the existing Individual
permit, the Caswell County BOE should respond with the wording below, or equivalent text:
The Caswell County Board of Education has reviewed the Division of Water Resources
General Permit NCG5900000 for greensand and conventional type water treatment plants
and requests that the discharge from the South Elementary School WTP be covered under this
new general permit. The Caswell County BOE understands that the Division will rescind the
individual NPDES permit for the South Elementary School WTP — NCO086983 when the
Certificate of Coverage for the General Permit NCG590000 is issued to the Caswell County
BOE for the WTP.
