These do not need to be complete plans; they would just need to provide more detail in respect to the two areas of concern I highlighted so I can better understand the proposed impacts. Kristina, Thanks for taking my call earlier today and for the clarification related to comment 4. You are correct that we are proposing Zone 1 buffer mitigation for that area. We will discuss and provide additional justification related to the GC4276 Activity Specific Condition #2 at those locations. Would it satisfy the requirement if the maintenance corridor remains where it is, for access purposes, but the trenching will take place beyond 10-feet from top -of -bank? However, there is a condition (attached) for the 401 permit that would require you provide justification as to why this 10ft corridor cannot be maintained. In your response, please provide justification for this and please confirm which areas trenching will occur. There is a concern for bank destabilization if trenching is occurring within 10ft of the stream. Please provide a response to the items below within 30 days of this email. Please note that the application will be considered "on hold" until a complete response is received. 1. For the main Road Crossing, please provide more details regarding avoidance and minimization of impacts S3 and S2 for this project. [15A NCAC 02H .0506(b)(1)] a. It seems that the area selected intersects two streams and results in another being completely filled in. b. There also appears to be potential indirect impacts to channel 200 (Impact S3) as water flow is cut off from the wetland. 2. Please provide cross section details showing the provisions for aquatic life passage; the culvert must be buried appropriately. [15A NCAC 02H .0506(b)(2)] 3. Please provide detailed plans for restoration for temporary impacts, similar to those provided for Pump Around. [15A NCAC 02H .0506(b)(2)] 4. Please provide an updated site map for buffer impacts that clearly shows the scale so that 10ft construction corridor can be verified. It was stated that the corridor would be maintained but the provided maps do not allow me to confirm this (Detail 4: Pg 5 of Buffer Impacts Map). [15A NCAC 02T .0305 (f)] 5. It appears that the permanent maintenance corridor is greater than 30ft (Buffer Impact Detail 1: Pg2) could you please provide details, along with the table of use item in reference, to clarify this?
