Dear Raymond Otis Collier:

The Division of Water Resources (Division) received your sludge survey information on
September 15, 2023. With the survey results, Jonathan Miller on your behalf requested an
extension of the sludge survey requirement for three Lagoon at the Owl Pond, Heath Farm & Hog
City facility. Due to the amount of treatment volume available, and the rate of sludge accumulation
for the lagoon, the Division agrees that a sludge survey is not needed until December 31, 2028 for
Owl City 1 & Owl Pond New lagoons only. For Hog City 3 lagoon sludge survey is not needed
until December 31, 2025.

The next sludge survey for Owl City 1 & Owl Pond New lagoons at Owl Pond, Heath Farm &
Hog City should be performed before December 31, 2028. For Hog City 3 lagoon sludge survey
should be performed before December 31, 2025. Please retain this letter and keep it with your
farm records for reference.
