Dear Mr. Summers,
Through coordination with the North Carolina Division of Coastal Management, we have
learned of your request to transfer the Department of the Army (DA) permit originally issued to
Buckeye Terminals, LLC to CTI of North Carolina, Inc. This permit authorizes maintenance
dredging via hydraulic, mechanical (bucket to barge) and agitation dredging methods at an
existing shipping berth. The project site is located in the Cape Fear River at 1312 South Front
Street, Wilmington, New Hanover County, North Carolina.
The proposal continues to be consistent with the provisions and objectives of Regional
General Permit No. 291 (enclosed). The permit is hereby transferred. It is understood that all
other conditions of the original permit remain applicable and the permit will expire December
31, 2026.
