On behalf of Glenn Springs Holdings, Inc. (for Occidental Chemical Corporation), Hart & Hickman,
PC (H&H) is submitting the attached Groundwater Quality Monitoring: Compliance Report Forms
(GW-59A and GW-59) and laboratory analytical report for groundwater samples collected during
November 2023 in accordance with the Occidental Chemical Corporation Surface Disposal of
Residuals (SDR) Permit No. WQ0001492 for the Elementis Chromium Castle Hayne Manufacturing
Facility. Under the terms of the SDR permit, groundwater within an established Compliance Boundary
(generally surrounding the Quarry as depicted in Figure 1) is monitored on a semi-annual basis (during
July and November) for chloride, total chromium, total iron, total nickel, pH, and total dissolved solids
(TDS).
Note that the chromium business of Elementis plc (including Elementis Chromium, LP) was purchased
by Yildirim Holding A.S. (a Dutch -Turkish industrial group headquartered in Istanbul and Amsterdam)
during January 2023, and the Facility is now being operated under the name American Chrome and
Chemicals, LLC (ACC). Legal obligations and contracts between Occidental and Elementis remain in
effect between Occidental and ACC.
Background Information
The facility is currently operating under a 1999 Corrective Action Plan (I -CAP) for remediation of
compounds of concern (COCs) in groundwater above standards by processes of natural attenuation
pursuant to 15A NCAC 2L .0106(1). The COCs addressed by the 1-CAP are chlorides, iron, pH, and
TDS. The objective of the 1-CAP is to reduce COC concentrations which exceed target cleanup
concentrations at or outside of the compliance boundary established in the SDR permit by natural
attenuation. The target cleanup concentrations for the COCs except total iron are the 2L standards.
For total iron, the target cleanup concentrations are background levels established under a now -expired

Special Order by Consent (SOC) agreement. Annual natural attenuation groundwater monitoring
reports are submitted to the NC Department of Environmental Quality (DEQ) Division of Water
Resources (DWR) to satisfy the 1-CAP monitoring reporting requirements.
The results of the November 2023 monitoring indicate COCs above 2L standards or background.
Immediate notification of elevated iron, chloride, and TDS concentrations and pH levels outside the
2L standard range was not made to DWR after receipt of the analytical results because these conditions
are already known to DWR and are addressed under the 1-CAP. Immediate notification of elevated
chromium in well MW-24/CPW-4D was not made after receipt of the analytical results because this
condition is attributable to the Plant Process Area (PPA) of the site and is already known to DEQ.
Chromium impacts associated with the PPA are being managed under an Administrative Agreement
(AA) for Voluntary Assessment and Remedial Action under the Inactive Hazardous Sites Branch
(IHSB) Registered Environmental Consultant (REC) Program, DEQ ID NCD057454670. Because
chromium and nickel are not COCs in the 1-CAP, if chromium and/or nickel concentrations are detected
above the 2L standards in the compliance wells (other than chromium in well MW-24/CPW-4D),
notification is made to DEQ in accordance with the SDR permit.
November 2023 Non -Compliance Summer
Results of analysis of the November 2023 SDR compliance monitoring event indicate total chromium
was detected slightly above the 2L standard of 10 micrograms per liter (µg/1) in Upper Aquifer
compliance monitoring well MW-18/CPW-8S (11.0 µg/1). Total chromium is not a COC which is
being addressed by the 1-CAP (discussed above). As shown in Figure 1, MW-18/CPW-8S is located
along the northwestern perimeter of Quarry Section 1. Residual solids generated by the Elementis
Chromium Castle Hayne Manufacturing Facility's wastewater treatment plant are currently disposed
in Quarry Section 2, and therefore not in the area of well MW-18/CPW-8S. Prior to November 2023,
total chromium has been detected above the 2L standard in three samples collected from MW-
18/CPW-8S (most recently at 30.1 µg/1 in the sample collected during July 2022). Future detections
(if any) of total chromium in SDR Permit compliance samples collected from the well will be addressed
in accordance with Conditions I.1 and L2 of the current SDR Permit.
In accordance with Condition IV.12 of the SDR permit, non-compliance notification for the
November 2023 chromium detection in well MW-18/CPW-8S was made to the DWR Wilmington
Regional Office on December 5, 2023. Based upon the fact that the chromium detection is only slightly
above the 2L standard and that the SDR Permit includes a condition for addressing chromium and
nickel detections above 2L standards, in an email dated December 6, 2023, DWR approved a request
by H&H to not submit a non-compliance notification report for the detection.

z Site -specific target cleanup concentrations for iron are included in the DWR-approved May 28, 1999 I -CAP for remediation of compounds of concern above standards by processes of natural
attenuation pursuant to 15A NCAC 2L .0106f). The target cleanup concentrations for iron are background levels established under a now -expired Special Order by Consent (SOC) agreement.
The site -specific target iron levels in the I -CAP are: 3.3 mg/L for Lower Aquifer Wells, 7.3 mg/L for Upper Aquifer non -Fluvial Deposits Wells, and 10.4 mg/L for Upper Aquifer Fluvial Deposits
Wells. CPW-1 S, CPW-73, and CPW-12S wells are classified as Upper Aquifer non -Fluvial Deposits Wells. The remaining Upper Aquifer wells are classified as Upper Aquifer Fluvial Deposits
Wells.
mg/L = milligrams per liter; pg/L = micrograms per liter; U = not detected at the associated reporting limit;"- indicates not analyzed; NE = not established
J-flag indicates estimated concentration detected above the laboratory minimum detection limit and below the reporting limit

Data for permit compliance samples collected during the last three years included in table
July 2022 MW-9/CPW-9D data presented in table are the laboratory reported MW-19/CPW-9S results, and vice versa. Based on previous data, it appears the reported data for each well was
