Although some additional information was submitted November 17, 2023, the project application is still incomplete. As of today's date, the Division of Water Resources has not received the other additional information requested, therefore, in accordance with 15A NCAC 02T .0107(e)(2), the project application is being returned as incomplete. If you wish to pursue permitting for this project, please submit a completed application accompanied by a new application fee. Please note that the fee for fast track sewer extension permits has increased to $600 as of October 3, 2023 [as stipulated in the 2023 House Appropriations Act, House Bill 259, Water Quality and Stormwater Fees, Section 12.14(a)]. J and the Division's Minimum Design Criteria (Qravitv Sewer & Pumk Stations/Force Mains) and that plans, specifications and supporting documents have been prepared in accordance with 15A NCAC 02T. 15A NCAC 02T .0300, Division policies, and good engineering practices. While no upfront engineering design documents are required for submittal, in accordance with 15A NCAC 02T .0305(b), design documents must be prepared prior to submittal of a fast track permit application to the Division. This would include plans, design calculations, and project specifications referenced in 15A NCAC 02T .0305 and the applicable minimum design criteria. These documents shall be immediately available upon request by the Division. The narrative should also include whether any previously permitted items have been certified. ❑ The narrative should clearly identify the requested permitting action and accurately describe the sewers to be listed in the final permit. H. Power Reliability Plan (Required if portable reliability option utilized for Pump Station): ❑ Per l 5A NCAC�02T .0305ft l ), submit documentation of power reliability for pumping stations. D This alternative is only available for average daily flows less than 15,000 gallons per day ➢ It shall be demonstrated to the Division that the portable source is owned or contracted by the applicant and is compatible with the station. The Division will accept a letter signed by the applicant (see 15A NCAC 02T .0106(b)) or proposed contractor, stating that "the portable power generation unit or portable, independently -powered pumping units, associated appurtenances and personnel are available for distribution and operation of this pump station." D If the portable power source or pump is dedicated to multiple pump stations, an evaluation of all the pump stations' storage capacities and the rotation schedule of the portable power source or pump, including travel timeframes, shall be provided in the case of a multiple station power outage. If you would fill out the application completely (as it is a public document and will be kept for the record). From the application: 1. Part VI. 1, 2, 3, 6 — Please fill out and mark yes, no or N/A. For V1.6. — that is "no" — I do not see that we have a flow reduction approval on record for the Town. 2. Part IX.1. Please mark yes or no. Pretty important (and hopefully it's yes!) 3. Part IX.4. I'm not sure why you marked yes and no on that. Shouldn't that be "yes"? From the Flow Tracking sheets (form USE 10-18) For the pump stations that the Town of Saratoga own, for (C) Obligated not yet tributary flow — this needs to include any outstanding obligatory flow and include this project flow — if this project flow goes through those 3 pump stations. This should be carried through in the calculations. I'm also confused about the calculated design average daily. For PS#1 please correct to pump station number WQ0041533 (I believe?). While Wilson has capacity for this project — they do need to correct their portion of the FTSE. The project flow should be corrected to 0.00792 MGD — and followed through with all calculations.
