Subject: Construction Progress Report for the Phase 3 Expansion to 30 MGD at the
Rocky River Regional Wastewater Treatment Plant (WWTP)
Dear Mr. Tuvia
Per the compliance schedule of paragraph A(7) of the NPDES permit NC0036269, we
are submitting a brief report summarizing the progress of the construction project for
the past calendar year (NTP date: May 31, 2022).
The Rocky River Regional WWTP Phase 3 Expansion project includes the following major
improvements and modifications:
• New Influent Flow Equalization (EQ) Tank and Nitrification Enhancement Facility
(NEF)
• New Aeration Basin (AB) No. 6
• New Blower Building to house three new aeration blowers for AB No. 6
• New Effluent Parshall Flume
• Raising of the walls of the existing Chlorine Contact Basins (CCBs) No. 1 and No. 2
• Two new waste activated sludge (WAS) pumps in the existing WAS Pump Station
Representative pictures showing the construction progress to date are provided. Pic-
tures of the same areas taken by a drone in March 2023 and December 2023 show the
significant progress made in the project. Attachment A includes a recent construction
schedule as prepared by the Design -Builder, Crowder Construction Company. Substan-
tial completion is anticipated sometime in October 2024 assuming electrical gear deliv-
eries do not incur additional delays.
EQ Tank and NEF Reactor
Early in 2023, work included site preparation (Picture 1) and construction of the smaller
boxes associated with this process area. By the end of 2023, all structures have been
completed, including the EQ influent vault, EQ Tank with NEF section at center, EQ efflu-
ent vault, Box 101, and NEF diversion box. The EQ Tank and NEF reactor have also been
hydrostatically water tested (Pictures 2 and 3). The Design -Builder is currently complet-
ing the interconnecting piping; currently working on the 42-inch pipe that connects the
existing Box 10 with the new EQ Tank on the influent side.

Aeration Basin No. 6
The concrete work for the new aeration basin along with the underground piping that
fills, empties, and drains the tank were completed early 2023 (Picture 4). Next, the De-
sign -Builder worked on putting together the overhead aeration air piping that connects
the blower building with AB No. 6 (Picture 5). The Design -Builder is currently working on
wiring the new instruments that will monitor the biological process and installing the fine
bubble membrane diffusers at the bottom of the tank. The fine bubble diffusers evenly
distribute throughout the tank the aeration air that is being conveyed by the overhead
stainless -steel pipe and supplied by the blowers. To accomplish good mixing and effi-
cient oxygen distribution, the fine bubble diffusers must cover almost the entire floor of
the tank (Picture 6). The fine bubbles introduced at the bottom of the tank, while travel-
ing upwards, provide the oxygen needed by the bacteria to breathe, grow, and multiply.
These bacteria use the impurities found in wastewater as their food.

New Blower Building
The new pre-engineered metal Blower Building has been erected (Pictures 5 and 7).The
Design -Builder is currently installing wiring and electrical gear inside the electrical room
of the building. The new blowers that were manufactured and factory -tested in Finland
are currently in storage locally, awaiting completion of the building to be moved inside.

New Final Effluent Parshall Flume and Chlorine Contact Basins
The new final effluent Parshall flume structure is essentially complete (Pictures 8 and
9). The new flume can measure flows up to 90 MGD, whereas the old flume could only
measure up to 67 MGD. The Design -Builder is completing other work around the plant
while planning to place the new final effluent Parshall flume online early 2024. Placing
this structure online requires a partial plant shutdown and bypass pumping. The plan is
to use the newly constructed EQ tank along with a few additional drained tanks such as
a primary clarifier, an aeration treatment train, and a secondary clarifier to store the in-
coming wastewater while the Design -Builder completes the tie-in of the new final efflu-
ent Parshall flume on its inlet side. The tie-in on its outlet side has been completed.
Raising of the walls of the two chlorine contact chambers is complete (Pictures 8 and 9).
