8. PROJECT SUMMARY:
Clifton A. Hatch, Trustee for Hatch Irrevocable Trust, is proposing the construction of an
elevated pedestrian bridge, elevated walkways over wetlands, pier, platforms and docks at 0
Cardinal Street, Parcel 9014888000, in Frisco, Dare County.
9. NARRATIVE DESCRIPTION:
The project is located adjacent Cardinal Street, State Road (SR)1523, in Frisco, Dare County,
and borders one man-made and one natural canal, as well as the Pamlico Sound. The shoreline
along the Sound is —288 linear feet (lft),—5041ft along both sides of the man-made canal, and
—340 lft along the natural canal (for a total of 1,132 lft). The undeveloped 4.40-acre parcel is a
combination of uplands and marsh [Coastal Wetlands (CW) and non -coastal wetlands]. The
upland section consists of vegetation that includes Atlantic Cedar, Live Oak, Pine trees,
palmetto, and various bushes. There is an existing gravel drive/parking area in the 30'
easement adjacent SR 1523, and a pathway has been cut through the upland, wooded area that
is outside of the CAMA Areas of Environmental Concern (AECs). The vegetation in the
marsh acreage includes Big Cordgrass (Spartina cynosuroides), Black Needlerush (Juncus
roemerianus), Salt Meadow Grass (Spartina patens), Smooth Cord Grass (Spartina alterniflora),
and has field indicators of tidal water, elevation change from upland area(s), tidal water
connection, and periwinkle. There is no permit history for this parcel.
The Pamlico Sound has a water classification of HQW: High Quality Waters and SA: Market
Shellfishing, Tidal Salt Water. This area is designated as Coastal Waters, is in the Pasquotank
River basin, is not within a PNA, and is closed to shellfishing. Water depths in the man-made
canal for the project area are -1.0 NWL to -2.8 NWL with a mucky, sand bottom. Water
depths in the Pamlico Sound for the project area are -1.0 NWL to -2.2 NWL. Dense
submerged Aquatic Vegetation in the Pamlico Sound consisted of Eel Grass (Zostera marina)
in a sand bottom.
10. PROJECT DESCRIPTION:
The applicant's proposal begins with wooden steps connecting to a 27'x6' (162 sf) elevated
walkway over an area of potential 404 wetlands. The 190'x6' (1,140 sf) walkway will then
traverse over CW Wetlands to the man-made canal, and will be elevated a minimum of 3'
above the wetland substrate. A 5'x20' (100 sf) dock and a 5'xl2' (60 sf) kayak platform is
proposed along the shoreline of the canal; one foot of the dock/platform structure is proposed
to be 1' over the wetland vegetation. A 22'x6' (132 sf) pedestrian bridge is proposed to
connect to the elevated walkway and cross over the canal with a height of 6' over the
waterway. A 135'x6' (810 sf) walkway will continue from the north end of the pedestrian
bridge extending to the NWL along the shoreline, where it will transition to a proposed
100'x6' (600 sf) pier positioned in the Pamlico Sound. There is also an 8'x10' (80 sf) platform
proposed on the waterward end of the pier.

II. ANTICIPATED IMPACTS: Total Area Disturbed = 3,084 sf
The proposed dock, kayak platform, pedestrian bridge, pier and platform will shade 972 sf of
Open Water habitat in the Public Trust Area and Estuarine Waters AEC.
The proposed elevated walkways will shade 1,950 sf of Coastal wetlands AEC.
The remaining elevated walkway will shade 162 sf of potential 404 wetlands.

PROJECT NARRATIVE
Hatch Irrevocable Trust CAMA Major Permit
November 6, 2023
Project Description:
The subject property is located at 0 Cardinal Street in Frisco, Dare County, North
Carolina adjacent to the Pamlico Sound and a manmade canal connecting to the
Pamlico Sound.
The owner is proposing a construction project, which includes the following elements:
1. Elevated Bridge: A 6'x22' elevated bridge will be constructed to span over the
man-made canal, facilitating access to the Pamlico Sound.
2. Elevated Walkway: A 6'x352' elevated walkway will extend over Coastal and 404
wetlands, leading to the 6'x22' elevated bridge across the man-made canal.
3. Pier and Platform: The proposed bridge will connect to a 6'x135' section of
walkway over Coastal wetlands, ultimately connecting to a 6'x100' pier extending
into the Pamlico Sound, terminating at an 8'x10' platform. It's important to note
that there are no plans for boat slips on these structures at this time.
4. Dock and Kayak Platform: Along the man-made canal, a 5'x20' dock and a 5'x12'
kayak platform will be constructed parallel to the shoreline. These structures will
offer docking facilities for small boats and kayaks, providing access to the
Pamlico Sound.
5. Access: The property will be accessed through the existing gravel and soil
driveway, primarily intended for water access to the Pamlico Sound. The current
overgrowth of vegetation does not allow complete access to the proposed
walkway location but will be cleared to provide access. Vegetation will be cut,
and no land disturbance will take place.
6. Impervious Surfaces: It's worth mentioning that there are no proposed upland
development on the property at this time.

Submerged Aquatic Vegetation(SAV):
A recent site visit on November 10, 2023, found there is dense growth of Zostera
marina (Eel Grass) SAV starting approximately 20 feet from the shoreline and
extending out into the Pamlico Sound out past the project limits. The proposed
elevated pier and platform are for access to the Pamlico Soud with no boat slips
proposed therefore we do not anticipate any impacts to the SAV in the area.
404 and Coastal wetlands:
The 404 wetlands were delineated by Atlantic Environmental Consultants, LLC
and verified by the US Army Corps of Engineers (Action Id. SAW-2023-01437).
The coastal wetlands were delineated by Atlantic Environmental Consultants,
LLC and verified by the North Carolina Division of Coastal Management on
August 21, 2023.
Upland Development:
No Upland development proposed for this project.
Total Land Disturbance:
No land disturbance. All proposed structures elevated over wetlands, canal and
Pamlico Sound.

DEVELOPMENT PERMIT
The NC Department of Environmental Quality hereby gives public notice as
required by NCGS 113A-119(b) that application for a development permit in an AEC as
designated under the CAMA was received on 12/5/2023. Clifton A. Hatch, Trustee for
Hatch Irrevocable Trust, is proposing the construction of an elevated pedestrian
