Pursuant to United States Army Corps of Engineers Permit (Action ID: SAW-2019-01042)
issued December 15, 2021, and North Carolina Division of Water Resources Permit
DWQ#202001025 Ver 2 issued September 21, 2021, for the impact of a linear stream associated
with the expansion of Sibelco North America, Inc.'s 011is Plant Tailings Waste Area Expansion,
please find enclosed daily flow measurements and daily precipitation totals.
Special Condition P of the Army Corps Permit states "The pressure transducer will be
installed one year prior to the start of construction, monitoring will continue through two years
post -construction of the project. Baseline and Annual monitoring reports will be submitted to the
Corps that include a graph of water level and precipitation data."
In addition, the Division of Water Resources Permit Condition 3 requires annual monitoring
reports, including a graph of water level and precipitation data, be submitted to the DWR by
December 31 each year of monitoring.
A pressure transducer was installed in March of 2022 and data collection is ongoing. Please
find attached graph of this past year's daily flow measurements of the unnamed tributary
immediately downstream of the permitted project, prior to entering Brushy Creek. Additionally,
please find a graph of the daily precipitation data collected at a nearby on -site weather station less
than I mile away.
The project was recently completed and data will be collected for an additional two years.
The actual watershed was diverted into the constructed basins, bypassing this subject segment of

stream, near the first week of October. Since that time, the stream clearly remains with sufficient
flow due to localized springs in the area. There should be no concern with depletion of flow in this
segment of the stream due to the construction project.
Additional copies of these graphs are being sent to Division of Water Resources personnel
at both the Asheville Regional Office and the 301 & Buffer Permitting Branch. If you have any
