Describe the treatment process(es) for the raw water: Water is pumped from the river into a series of three on -site reservoirs at the WTP. The Raw water is mixed with Caustic soda and alum. After mixing in the (12) flocculators the water flows into settling basins (10) for solids removal. The water then flows through filters (8) for filtering. After the filters; corrosion inhibitor, fluoride and chlorine are added to the finished water and then it is distributed to the system. 8. Describe the wastewater and the treatment process(es) for wastewater generated by the facility: Wastewater is filter backwash and decant from the alum residuals lagoons (2). The filter backwash is dechlorinated using sodium thiosulfate prior to discharge to the alum residuals lagoons. The discharge water is monitored for TSS, settleable solids, turbidity (upstream and downstream), Iron, Aluminum and chlorine residual. Flow monitoring is also conducted. 9. FACILITY NAME AND PERMIT NUMBER: PERMIT ACTION REQUESTED: RIVER BASIN: City of Shelby Water Treatment Plant; NCO027197 Renewal Broad Sludge Management Plan For City of Shelby Water Treatment Plant NPDES Permit # NCO027197 The City of Shelby operates a 12.0 MGD Water Treatment Facility located on 801 W. Grover Street. The Water Treatment Facility has an NPDES Permit with the State of North Carolina to discharge water to an unnamed tributary of the First Broad River. The water discharged to the stream is generated by the filter washing and solids settling basins in the water treatment process. The system consists of a 30-inch line conveying the backwash water and sediment to two (2) — 1.5 MG gravity lagoons located to the west of the of the water plant. These lagoons are each equipped with 6- inch decant lines and valves. Solids are introduced to a single basin and allowed to settle. Once solids are settled, the operators then control the decanting while meeting the requirements set forth in the NPDES Permit for discharge. The other basin is completely taken out of service and allowed to dry. Once dried the residuals are removed with heavy equipment and trucked to an approved landfill for disposal. Back-up Options In the event of inclement weather or problems involving the disposal of water treatment residuals, the City of Shelby would contract with a local firm for dewatering and disposal.
