Water is pumped from the river into a series of three reservoirs at the WTP. The Raw Water is mixed and chemicals are added for coagulation. After mixing in the flocculators (12) water flows into settling basins (10) for solids settling/removal. The water then flows through the filters (8) for filtering. After the filters; corrosion inhibitor, fluoride and chlorine are added to the finish water and then pumped to the distribution system 8. Describe the wastewater and the treatment process(es) for wastewater generated by the facility: Some stormwater from the facility, online analyzer discharge water, filter backwash water, washdown water and residuals from the sedimentation basins flow to the alum residuals lagoons (2). Filter backwash water is dechlorinated using sodium thiosulfate prior to discharge to the alum residuals lagoons. The discharge is analyzed periodically and flow discharges are measured. Reject flow listed below in Item 11 is annual average of discharge from lagoons and includes all sources noted above. 9. Page 4 of 4 C-WTP 03/05 FACILITY NAME AND PERMIT NUMBER: PERMIT ACTION REQUESTED: RIVER BASIN: S City of Shelby Water Treatment Plant; NCO027197 Renewal Broad Sludge Management Plan For City of Shelby Water Treatment Plant NPDES Permit # NCO027197 The City of Shelby operates a 12.0 MGD Water Treatment Facility located on 801 W. Grover Street. The Water Treatment Facility has an NPDES Permit with the State of North Carolina to discharge water to an unnamed tributary of the First Broad River. The water discharged to the stream is generated by the filter washing and solids settling basins in the water treatment process. Some storm water from the water plant site discharges to these lagoons The system consists of a 30-inch line conveying the backwash water and sediment to two (2) — 1.5 MG gravity lagoons located to the west of the of the water plant. These lagoons are each equipped with 6- inch decant lines and valves. Solids are introduced to a single basin and allowed to settle. Once solids are settled, the operators then control the decanting while meeting the requirements set forth in the NPDES Permit for discharge. The other basin is completely taken out of service and allowed to dry.. Once dried the residuals are removed with heavy equipment and trucked to an approved landfill for disposal. Back-up Options In the event of inclement weather or problems involving the disposal of water treatment residuals, the City of Shelby would contract with a local firm for dewatering and disposal.
